Human Resources Technician II

An Overview
Under the supervision of the Human Resources Manager, the Human Resources Technician supports the Human Resources Section of the Sheriff's Office with the recruitment, selection and promotion processes for all sworn and civilian vacancies in the Office. The employee coordinates the Office's payroll, leave and attendance record-keeping and processing functions with all timekeepers in the Office, provides guidance to timekeepers and trains new supervisors with the KRONOS timekeeping system. Enters all salary changes in the MUNIS system for 209 employees. Maintains human resources files.

Knowledge of human resources administration, including accepted methods and practices of recruitment, selection and promotional processes, employee performance plans and reports, and employee relations processes and procedures pertaining to disciplinary actions; skill in decision making and resolutions of problems; ability to resolve issues effectively and efficiently; ability to meet deadlines; ability to present ideas and recommendations clearly and effectively, both verbally and in writing; ability to maintain confidentiality and manage sensitive information; ability to counsel and advise all levels of employees on human resources policies and procedures; ability to accomplish assigned responsibilities with a minimum of supervision; ability to apply technical knowledge to a variety of circumstances; knowledge of FMLA procedures, and the ability to prepare clear and concise reports.

The Opportunity
  • Coordinates all Kronos training of new timekeepers, assists timekeepers with questions, makes corrections to timecards, ensures correct holiday compensation for staff working the holiday and staff who do not work the holiday
  • Checks and ensures accuracy of all timecards for 209 full time staff prior to submission for each payroll deadline
  • Conducts Office Human Resources training and orientation for new employees
  • Coordinates special pay issues with City payroll to include Special Merit Awards, acting pay or weather emergency pay rules
  • Calculates leave payouts and overtime records
  • Tracks and monitors wage hours
  • Trains new timekeepers on Kronos and evaluates Kronos timekeeping system, moves staff from a division pay group to another division pay groups as personnel transfers or promotions occur
  • Interfaces with City human resources staff when needed
  • Coordinates panel interviews for vacant positions and assists with the administration of the selection process
  • Serves as a consultant, advisor and/or problem solver to management team relating to position, classification, recruitment, selection
  • Creates and tracks all PAF actions through MUNIS entries and on hard copies relating to new hires, step increases, promotions, separations, disability leave military leave or disciplinary pay adjustments. Ensures accuracy prior to entry into HRMS also ensures staff receive copies of current PAFs
  • Provides guidance related to FMLA requests
  • Maintains Human Resources files
  • Assists supervisors as needed with performance evaluations and ensures evaluations are submitted accurately and timely. Updates the Access database to reflect next evaluation due date for all office staff
  • Supports Human Resources Manager and Director of Human Resources with projects as needed


Minimum & Additional Requirements

Two-Year College Degree; three years of experience in organizations with professional and paraprofessional staff and workplace issues that involve multiple disciplines with policy, procedures and legal requirements; completion of college-level courses in human resources administration public and business administration or a related field and familiarity with large systems processing transactions, records and documents that meet compliance standards and area subject to audits; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Four-Year College degree in human resources management or business administration or five years of work experience in human resources related position; any human resources certifications (PHR, SPHR, SHRM-CP, SHRM-SCP). S ome knowledge and understanding of municipal personnel management systems; ability to maintain statistical and general cumulative records and to prepare reports; ability to accurately perform a variety of mathematical computations. Experience using KRONOS payroll, MUNIS HRIS, and NEOGOV systems as well as knowledge of human resources related information available in AlexNet.
