The selectee of this position serves as a Program Manager. You will be responsible for providing supervision and oversight of the USMS program(s) and specific projects regarding space management, physical security, and real property programs.

Responsibilities

As a Program Manager at the GS-0340-14 level, some of your typical work assignments may include:
  • Exercise full supervisory responsibility over subordinate positions.
  • Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
  • Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
  • Convey complex information and data analyses in a variety of formats (e.g., presentations and briefings) to a variety of audiences.
  • Prepares employee performance standards and evaluates employee performance.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications

GS-14 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0340-14 level, if you fulfill one of the following qualifications:

Have at least one year of specialized experience at or equivalent to the GS-13 level of the Federal Service performing duties related to the following: 1.) Applying program management principles directly related to the planning, developing, and preparing of budget estimates, project scope requirements, schedule, and risk analysis; 2.) providing executive oral and written communication skills to convey strategic information and data analyses in a variety of formats; 3.) implementing plans and initiatives to achieve mission and policy objectives; and 4.) oversees Human Resources to include evaluating performance, assigning work to subordinates, and disciplinary measures; 5.) ability to lead and manage a subordinate staff.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
