Prepares business related analytical products supporting DCSA's risk-based decision-making framework, transfer and transformation actions, workforce planning, and resource management activities, including conducting due diligence related research to understand the extent and nature of U.S. and/or foreign ownership, control, and management, to project future expansion or organizational alignment opportunities for Industrial Operations to ensure the protection of national security information.

Responsibilities

As a PROGRAM ANALYST (Planning and Deployment) you will be responsible for the following duties:
  • Directly supports the onboarding of 120+ Federal Agencies and 10,000+ Cleared Industry Companies into the National Background Investigation Services (NBIS) system.
  • Train-the-trainers in each organization to successfully configure their organization and provision users in the NBIS system in support of the whole-of-government implementation of Trusted Workforce 2.0.
  • Provides program analyst / program management support within the NBIS PEO PDO programs to include managing program cost, schedule, technical performance, risk, budgets, acquisitions, and contracts.
  • Responsible for leading and overseeing program functions to include: gathering requirements; governing the program's development lifecycle; conducting detailed needs assessments; building and leading teams; developing and communicating messaging; analyzing metrics; creating reports; managing and enhancing the customer experience; liaising and aligning across organizational boundaries; and conducting in-depth system capability and stakeholder needs assessments.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Analyzing requirements, legislation or regulations, effectiveness, functions and activities, and proposed changes; evaluating and advising administrative support systems and work distribution; identifying data and resources; developing analyses, policies, data, management plans, procedures, and standards; and researching and reviewing business practices, efficiency, and management.

Specifically you will be evaluated on the following competencies:
1. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

2. Business Analysis - Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development.

3. Program Management - Designs, implements, and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities.

4. Program Planning, Review, and Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence, and measurement of program accomplishments and results.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
