Responsibilities

Component Mission

The Office of the Inspector General of the Intelligence community (IC IG) was established within the Office of the Director of National Intelligence (ODNI) by the Intelligence Authorization Act for Fiscal Year 2010. The IC IG's organizational divisions include Audit, Investigations, Inspections and Evaluations, Mission Support, the Center for Protected Disclosures, and Counsel to the Inspector General.
The Audit Division is responsible for providing independent and objective audits of the Intelligence Community and ODNI to promote economy, efficiency, and effectiveness of programs and operations, and to reduce fraud, waste, abuse, and mismanagement. Audits are conducted in accordance with Generally Accepted Government Auditing Standards issued by the Comptroller General of the United States.

Major Duties and Responsibilities (MDRs)

- Serve as the Deputy Assistant Inspector General for Audit providing daily guidance and oversight to employees assigned to the Audit Division.
- Lead and oversee professional staff in planning and conducting comprehensive program, financial, acquisition, and information technology-related audits and reviews of complex intelligence activities within the Office of the Director of National Intelligence (ODNI), and the Intelligence Community (IC) at-large in accordance with Generally Accepted Government Auditing Standards (GAGAS) and in a timely manner.
- Provide substantive input to resource management and performance management such as preparing and monitoring the Audit Division's budget for travel, training, other logistical needs, and writing Performance Evaluation Reports.
- Oversee the Audit Division's annual training program and the development of employees.
- Approves basic concept and approach for audits, audit guides, and staff assignments to projects. Provides guidance and direction to Auditors-In-Charge regarding audit approach and techniques, audit execution, audit objectives, the maintenance of audit schedules, and the development of findings and recommendations.
- Directs the development of audit reports and/or trend reports requiring the analysis of complex programs/processes for assigned areas. Ensures that reports are written in compliance with Generally Accepted Government Auditing Standards (GAGAS) and IC IG Audit standards.
- Lead and oversee staff in developing and presenting briefings that keep the senior leaders fully informed of systemic issues detracting from operational performance and program effectiveness as well as of other serious problems, abuses, and deficiencies concerning the administration of ODNI's or Intelligence Community's programs.
- Engage with OIGs across the Intelligence Community by planning and supporting joint work and offering meaningful content at Quarterly Audit Committee meetings, and with OIGs across the federal government to maintain awareness of best business practices and current initiatives.
- Lead and oversee the Audit Division's recruitment program.
- Provide substantive input to the annual work plan, Management Challenges memorandum, and IC IG's semiannual reports to the Director of National Intelligence and Congress.
- Oversee the staff's performance in monitoring and assessing the progress of corrective actions taken by senior ODNI and IC leadership regarding the implementation and closure of recommendations.
- Effectively serve as the Acting AIG for Audits as needed.

Qualifications

Mandatory Technical Competencies

- Broad knowledge of the mission, organization, and functions of the IC IG, ODNI, and IC.

- Expert knowledge of auditing concepts, principles, practices, and techniques to ensure work products are timely and of technical quality in conformance with Government Auditing Standards.

- Lead by example and exemplify IC IG core values of Integrity, Independence, Commitment, Diversity, and Transparency.

- Ability to foster trust within IC IG and with colleagues, partners, and stakeholders.

- Expert management skills, including the ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development at all levels of personnel.

- Superior interpersonal skills to negotiate, coordinate, and collaborate with ODNI and other Offices of the Inspector General internal and external to the Intelligence Community and the Federal government on complex issues and areas of concern that transcend individual Government agencies.

- Superior ability to lead an audit team in planning, conducting, and reporting on audits of programs, financial, acquisition, information technology, and complex intelligence activities within ODNI and the Intelligence Community.

- Superior ability to anticipate issues, resolve conflict among multiple priorities, and implement effective solutions to prevent problems that might impact timelines and deliverables.

- Superior ability to communicate effectively both orally and in writing with ODNI executive level officials, senior managers, external stakeholders, and audiences varying widely in background on audit findings and recommendations in clear and logical reports that are meaningful, compelling, and relevant.

- Superior analytical and critical thinking skills, including the ability to think strategically and identify needs and requirements and evaluate the effectiveness of alternate solutions, courses of action, and strategies to address complex, controversial, and multi-faceted issues.

Minimum Qualification Requirements

Experience: Applicant must have at least 8 years of auditing experience, preferably with at least 4 years in the IG audit community. Applicant must have supervisory experience. GS-14 applicant must have least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-15 grade in the Federal service. Education:
  • A degree in accounting, auditing, or a degree including courses in a related field such as Business Administration, Finance, or Public Administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
  • OR
  • Combination of education and experience. At least 8 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include at least one of the following:

    1) 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

    2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

    3) Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g. 15 semester hours, but that does not fully satisfy the 24 semester hours in paragraph A) provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field (e.g. valuation engineering or financial institution examining); (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    Education

    Salary Determination
    • The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary.
    • For a selected non-Federal Government candidate, salary will be established within the salary range listed above, based on education and experience.
    • A current Federal Government employee, selected for a detail, will be assigned to the position at his or her current grade and salary.
