Responsibilities

The Supervisory Contract Specialist is responsible for the full range of pre-award and post-award activities encompassing issuance of solicitations, evaluation of proposals, negotiation, executions, and administration contracts for complex and technical services and/or special assigned programs which support of the Executive Office for Immigration Review mission.

Duties include, but are not limited to, the following:
  • Directing and evaluating the full cycle of nation-wide procurement, production, and quality management programs, including contract negotiation, execution, management, surveillance, and termination.
  • Providing technical guidance and assistance to all components to improve the execution of the contracting mission and to advance process improvements to standardize procedures.
  • Developing procedures and documentation for both internal processes and administrative controls.
  • Serving as the procurement technical advisor to top-level managers and Immigration Courts nationwide, conveying guidance and expertise on contract issues, policies, and procedures.
  • Directing the work of supervisors and staff in establishing priorities, work schedules, and assignment and evaluation of work.

Qualifications

In order to qualify for the Supervisory Contract Specialist position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

AND

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you meet the Basic Requirements, and possess the Specialized Experience and/or Education for the grade level(s) to which you are applying.
GS-15

Basic Requirements for GS-13 through GS-15:
  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must submit a copy of your college transcripts.)

OR
  • Held a position in the GS-1102 series since January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, you will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. (You must submit a copy of your SF-50.)

AND In addition to the Basic Requirements for GS-13 through GS-15, you must have the the experience required to qualify for positions GS-13 through GS-15.
FOR THE GS-15 LEVEL:

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties:
  • Planning the contractual strategy of an organization's acquisition program for complex or state-of-the-art systems, programs, and equipment;
  • Reporting findings from investigations of complaints of contractor performance deficiencies;
  • Developing organization-wide contracting policies and procedures necessary to implement acquisition directives and regulations;
  • Applying objective criteria for evaluating proposals of competing offers to provide the best contractual terms for quality, quantity, timeliness, flexibility, and price; AND
  • Administering personnel management for a team of employees (e.g. selection, promotion, training, evaluation.)

    This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

    1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).

    2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current career/career conditional federal employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade.

    3. A 30% or more Disabled Veteran: You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later.
