This position is located at the U.S. Agency for International Development (USAID) Office of Inspector General (OIG) Office of Audit, Information Technology Audits Division (IG/A/ITA). The OIG is an independent organization that is responsible for the audit, investigations and fraud control activities, relating to Agency's worldwide programs and operations.

Responsibilities

This position serves as the Director for the Information Technology Audits (ITA) Division. The primary focus of this incumbent is the information technology audit which includes, managing the oversight of information system audits conducted by independent public accounting firms and by audit staff assigned to the ITA Division. This includes but is not limited to mandatory audits such as the FISMA Audit at USAID, MCC, US African Development Foundation (USADF), and the Inter-American Foundation (IAF), as well as, discretionary audits selected. The incumbent will also manage a professional staff.

As a Supervisory Auditor for ITA, you will also:
  • Direct preparation, planning and review of highly technical and complex audits, reviews, surveys, assessments, evaluations, and other projects that promotes efficiency, effectiveness, and compliance and that work is done in accordance with Generally Accepted Government Audit Standards (GAGAS).
  • Direct preparation and perform supervisory review and approval of audit objectives, scope, methodologies, protocols, project plans, audit findings, analysis, and audit evidence, recommendations, and audit reports.
  • Brief the Inspector General (IG), Deputy IG, Assistant IG and the Deputy Assistant IG on progress of audits, and identifies problems such as the need to expand scope and audit review and commit additional resources.
  • Direct the development of audit plans and budgets for the Information Technology Audit Division.
  • Monitor compliance with audit teams' plans and schedules to ensure efficiency and effectiveness of audit practices, resources, and tools.
  • Perform management functions that include, but are not limited to: workforce/succession planning, employee counseling, supporting EEO and affirmative action initiatives, evaluating work performance, preparing and proposing awards resolving complaints, identifying employee training needs, and developing and mentoring employees.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level, GS-14 (or equivalent) below the grade advertised on this vacancy.

Qualifications

GS-15: Applicants must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service to include: (1) Directing preparation and performing review of audit reports, and other pertinent documentation assuring compliance with Generally Accepted Government Auditing Standards (GAGAS), (2) Developing auditing program for enhancements and solutions, and (3) Performing management functions that include, workforce/succession planning, employee counseling, evaluating work performance, proposing awards, resolving complaints, identifying employee training needs, and mentoring employees.

Desired Requirements :

Certifications/Licenses: One or more of the following certifications is desired, but not required:

Certified Public Accountant (CPA)
Certified Information Systems Auditor (CISA)

Education

Basic Education Requirement:

A.Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B.Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2.A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
