Responsibilities

  • Oversight of Military HR Operations and program management including daily assignment of work and priorities for Military HR Specialists and staff and distribution of duties to ensure coverage of all required programs and support.
  • Daily coordination and communication between various internal and external agencies for support, regulatory information and guidance, and timely processing of personnel actions and requests.
  • Determine staff needs, provide guidance and counsel on career planning and professional growth of staff, and provide timely feedback on performance
  • Serve as the technical advisor and consultant for military personnel programs to the Deputy Chief of Staff for Human Resources/G1, MRDC HQs departments and leaders and the Direct Reporting Units supported by MRDC HQs.
  • Review and research of policies, regulations and programs in order to solve problems, determine solutions for customers and to help improve Military HR support to the various customers and stakeholders.

The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Experience executing military personnel management, programs, regulations, and actions processing; (2) Experience with various inspection programs including but not limited to Staff Assistance Visits (SAVS), Organizational Inspection Programs (OIPs), Command Inspections, etc.; (3) Experience utilizing Military Personnel Management systems including but not limited to: EDAS, TOPMIS, AIM, EMILPO, IPERMS, ADPAAS, MODS, FMSWeb, EES, etc.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
