Summary

If you have grants management expertise, consider a career with the Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention (OJJDP)! OJJDP is in search of two Grants Management Specialists to support states, local communities, and tribal jurisdictions in their efforts to implement effective programs for juveniles. The positions will promote grant-funded projects by providing technical oversight and compliance guidance to funding recipients, and develop grant policy.

Responsibilities

Grant/Cooperative Agreement Policy Development and Guidance:
Develops, analyzes, and interprets grant and/or cooperative agreement policies, Standard Operating Procedures, and guidelines. Provides training, technical assistance and guidelines, oversight, expertise and consultation to internal staff, management and program officials, awardees, review panels, applicants, recipients, and sub-recipients.

Grant/Cooperative Agreement Pre-Award Functions:
Performs a variety of pre-award functions for grants and/or cooperative agreements including designing, developing, and/or preparing solicitations; reviewing, analyzing, and evaluating applications, plans, and estimates received in response to particular programs and Request for Application (RFA) requirements; conducting financial reviews of applicants to evaluate fiscal integrity and financial capability, examine proposed costs, and determine whether the budget and budget narrative accurately explain the project's costs and whether those costs are reasonable, necessary, and allowable; conducting pre-award negotiations on matters such as terms and conditions of awards, costs, schedules, and oversight responsibilities; and providing applicant support during the solicitation period.

Grant/Cooperative Agreement Post-Award Administration and Management:
Performs a variety of post-award grants and/or cooperative agreement management tasks including conducting post-award reviews and analyses to identify and resolve management, financial, and administrative issues; providing training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, and recipients; establishing performance measures and monitoring and assessing awardee performance; and reviewing completed awards, making appropriate adjustments or disallowances. Processes close-outs of grants and/or agreements, ensuring compliance with programmatic, administrative, and fiscal requirements of relevant statutes, regulations, policies, guidelines, and with grantee stated objectives, and the applicable implementation plan.
Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

For consideration at the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level in the federal service.

Examples of specialized experience for the GS-12 level include:

- Monitoring conventional grant and/or cooperative agreements to assess compliance with regulatory, policy, and reporting requirements;

- Performing standard grants or agreement administration tasks, such as independently conducting standard grant close-out processes;

- Performing a variety of standard grants management activities, such as determining grantee/awardee eligibility;

AND/OR

- Applying new or modified work methods in performing conventional grant and/or cooperative agreement pre-award tasks, such as generating grant solicitations, identifying potential negotiation strategies, and making recommendations to resolve problems.

For consideration at the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level in the federal service.

Examples of specialized experience for the GS-12 level include:

- Monitoring complex grant and/or cooperative agreement awardees for compliance with regulatory policy, and reporting requirements;

- Resolving complex grant and/or cooperative agreement administration problems with unusual or unresolved issues requiring the development of new approaches.

- Performing work in the pre-award process for complex cooperative agreements and/or grants within a technical field or specialized industry, such as developing grant solicitations to national, state, local, and tribal entities to improve the functioning of their criminal or juvenile justice system where data was collected from multiple sites.

AND/OR

- Interpreting complex grant and/or cooperative agreement program requirements, identifying problem areas, and providing advice to grantees on program improvements.

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

- Ability to communicate in writing.
- Ability to apply analytical methods and techniques in the identification and resolution of grant and/or cooperative agreement administration issues.
- Knowledge of financial methods, procedures, and practices used in grants and cooperative agreements.
- Ability to provide advice and guidance on grant and cooperative agreement policies, Standard Operating Procedures, and guidelines.
- Ability to communicate effectively other than in writing.
- Knowledge of the laws, regulations, rules, policies, procedures, and methods governing Federal grants, cooperative agreements, and awards.
- Ability to plan and execute work.
