Summary

The Office of Inspections and Evaluations (OIE) is a component of the Treasury Inspector General for Tax Administration (TIGTA). The Program Analyst (Evaluator) position may be located in one of two OIE Business Units. The purpose of this position is to conduct independent performance and financial evaluations/inspections that evaluate IRS programs, activities and functions.

Responsibilities

As a Program Analyst (Evaluator), you will:
  • Perform extensive quantitative and qualitative analyses of an IRS program, function, operation or management systems and procedures to assess whether the entity is achieving economy, efficiency and effectiveness in the employment of available resources and or is in compliance with established laws, policies and procedures.
  • Develop evaluation/inspection plans, making recommendations for objectives, approaches, or tests, based on experience or research.
  • Independently identify, develop, and quantify inspection/evaluation outcomes for findings and recommendations that result in program improvements.
  • Prepare correspondence, memorandums, and reports based on the work papers developed to communicate complex IRS's program operations and systems, in conformance with accepted writing and reporting standards with the emphasis on correctness, conciseness, completeness, clarity, coherence, objectivity and tone.
  • Communicate with officials at various levels of management on problems uncovered, causes, recommended changes and evaluation of subsequent corrective actions.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:
  • Planning, conducting, and documenting results of projects within a tax administration organization. OR
  • Conducting and planning projects in accordance with applicable standards. AND
  • Demonstrated experience in the following areas in relation to projects: Communicating issues identified to senior stakeholders; Recommending courses of action; Performing briefings and/or presentations to management to defend a position or to gain support from the audience; and Developing written products such as draft or final reports and memoranda.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
