Responsibilities

This Supervisory Transportation Security Specialist position is located in the Asia Pacific, Regional Bureau Branch, International Operations, Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Enhances transportation security worldwide and fostering cooperation with international partners and stakeholders.
  • Supervises a cadre of Desk Officers providing support and communicating to/from internal and external stakeholders.
  • Liaises between external contacts (US Embassy Officials, International Organizations, Department of Homeland Security (DHS), Federal Aviation Administration (FAA), Department of Transportation (DOT), and Department of State (DOS)) and OGS operational entities (OGS Regional Directors (RDs), Transportation Security Administration Representatives (TSARs), International Industry Representatives (IIRs), and Regional Operations Centers (ROCs)) in order to ensure TSA and OGS mission goals and objectives are met.
  • Assesses foreign AVSEC capacity development needs and makes recommendations for prioritization and funding opportunities.
  • Coordinates program efforts with RDs and TSARs in order to find alternate means of funding (i.e. through correspondence with organizations such as International Narcotics and Law Enforcement (INL), Regional Strategic Initiatives (RSI), or Counterterrorism Engagement (CTE)) to support capacity development initiatives.
  • Contributes to strategic planning; communicates the organization's vision and objectives; sets priorities, assigns tasks and responsibilities; monitors and evaluates performance of employees; coaches and mentors staff and assesses and develops organizational capabilities; approves leave; and takes or approves corrective/disciplinary actions as appropriate.

  • May be required to tolerate austere living conditions, lacking in common amenities (e.g., private sleeping quarters, clean mattress/linens, running water, climate controlled environment, etc.).
  • Must be able to obtain and maintain a TSA Travel Card.
  • This is a drug testing covered position.



Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Applying international transportation security standards, policies, and programs of the International Civil Aviation Organization (ICAO), including Annex 17 Standards to provide policy guidance on complex transportation security issues; and
  • Collaborating with stakeholders and international officials to implement changes in aviation security measures and to mitigate vulnerabilities; and
  • Providing oversight of aviation security projects and programs.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
