Summary

Competition for Security Guard positions is restricted by law to persons entitled to Veterans' Preference so long as such applicants are available for appointment. With few exceptions, non-Veterans who are not permanently employed at the applicable Service Unit cannot be selected when there are Veterans preference eligibles available. However, permanent Federal employees currently serving in a position covered by the same generic title as the one being filled may be selected.

Responsibilities

  • Prepares, justifies, and administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  • Oversees work of a guard force; plans and organizes work of subordinate employees, justifies staffing levels, work priorities and deadlines; oversees training and performance standards.
  • Plans, distributes, and coordinates work assignments; evaluates work performance and provides feedback of performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in equitable manner.
  • Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues before a wide range of audiences; makes clear and convincing oral presentations.
  • Inspects areas and equipment for serviceability; examines security functions/procedures for effectiveness and compliance

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain eligibility at the Secret level using a Tier 3 background investigation.
  • Incumbent must be able to obtain and sustain state certification for operating the NCIC terminals.
  • Expected to maintain a high standard of conduct and must be assessed for social adjustment, emotional stability, sound judgement, and flexibility in adjusting to changes, ability to work effectively under pressure/emergency situations.
  • Position is a drug testing-designated position and will require incumbent to sign a DA 5019 Condition of Employment. Individual must agree to submit to a urinalysis on a recurring basis.
  • Shift work is required, or a change in work shift may be necessary. Fluctuating tours of duty to include evenings, nights, week-ends and holidays. Overtime may be required as directed and is subject to recall for periods of emergency overtime.
  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of firearms/weapons.
  • Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability.
  • Incumbent must successfully complete security guard training.
  • Employee must be trained and maintain current required certifications in CPR techniques and must know first aid. May act as a first responder in a medical emergency.
  • Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Incumbent will be required to pass an initial physical agility test (PAT) and annually thereafter. This consists of running 1.5 miles in 17.30 minutes and performing 19 push-ups in 2 minutes.
  • Incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state drivers license. Loss of license may result in removal from the position.
  • Must wear the Department of Army Security Guard (DASG) uniform IAW AR 190-56 and maintain a high standard of appearance and hygiene.
  • Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
  • Employee must be able to perform as a member of the installations overall security response capability. May be required to deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary
  • Must meet the Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for this position.
  • May serve a two year probationary period and/or one year Supervisory probationary period.
  • Travel may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
SPECIALIZED EXPERIENCE: Specialized experience is defined as one full year of experience with a federal, state, municipal, or private protective organization directing the work of a protective organization or protective security force, controlling movement of personnel and assets across access points, administering training based on approved training courses and regulatory requirements, developing manning and budget requirements and cost estimates for guard operations, certifying time and attendance, writing performance standards and evaluating employee performance, conducting job interviews, imposing disciplinary actions, and preparing reports for senior leader review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
