GENERAL DESCRIPTION:Responsible for the management of the Program Issuances and publication policy provided by the F-35 Program Executive Officer (PEO). Disseminates guidance and procedures, implements training, and ensures effective control over the organization, maintenance, use, designation, and disposition of all F-35 Program Office publications and forms. Maintains an official set of records for all F-35 Program Office publications and forms, and maintains updated Intranet Web Pages as it relates to Business Services, Program Operations Directorate. DUTIES: Provide analytical, technical, and administrative support to the Ops Admin Team Lead for the planning, drafting, and coordinating all F-35 Program Issuances. Manage the publication of updated and current policies and procedures. Assists and maintains a new F-35 Program Issuances Manual and its associated templates and staffing procedures. Provides training on proper processes of instruction reviews and approval to IPT authors and records managers. Maintains and tracks the Operations Issuances Data Base and linked documentation on the F-35 Intranet Webpage. Responsible for reviewing, coordinating, and compiling a wide range of F-35 JPO Teams inputs' related to Program Issuances, and providing recommendations. Provides feedback to IPTs when publications are scheduled for periodic review. Ensures proper usage, formatting, staffing and documentation of such publications prior to review and approval by the Program Operations and the Executive Leadership Team. Maintenance and timely retirement of publications and forms as appropriate and facilitates the segregation and disposal of all publications and forms of temporary value. Ensures the appropriate personnel receive adequate publications and forms management training. Initiates a product review of publications and forms every two years from the original publication date. Develops, maintains and analyzes databases to track the status of all instructions for review, feedback, and timely response to the issuing point of contact. DELIVERABLES Routine status reports of tasks/actions and metrics. Publication of updated and current policies and procedures. An updated F-35 Program Issuances Manual and its associated templates and staffing procedures. Training program on proper processes of instruction reviews and approval to IPT authors and records managers. Maintains and tracks Operations Issuances Data Base and the F-35 Intranet Provides feedback to IPTs when publications are scheduled for periodic review. Updated Program Operations Intranet webpages. Policies, plans, and processes, pertaining to managing tasks and other topics relevant to the IPT and Program Operations, Business Services.REQUIRED QUALIFICATIONS: BS/BA degree. Significant familiarization & experience with F-35 Program issuances and publications processes. Familiarization with Content Server 16 (CS16) database a plus Ability to gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management. At least five (5) years of experience in program and project management, technical or business analysis discipline. Demonstrated experience in program/project status and schedules. Strong analytical skills demonstrating the ability to define, collect and analyze data, establish facts, draw valid conclusions, and make recommendations. Demonstrated ability for oral and written communication with the highest levels of management. Demonstrated proficiency with Microsoft Office Suite. General knowledge of Navy/Air Force processes/organization and Foreign Disclosure Policy.
