Summary

This position is located in the Office of the Inspector General (OIG), Smithsonian Institution (SI). Serves as an auditor of major segments of individual audits (internal, contract, or special audits) of Smithsonian Institution operations and those of its contractors where he or she is responsible for conducting field work, reporting results, and making recommendations for improvements.

Responsibilities

  • Reviews records, reports, statistics, correspondence files, methods, procedures, internal evaluation and audit reports, as well as complete systems in operation, such as accounting, personnel, procurement, or grants
  • Gathers, analyzes, and interprets data, and determines the evidence that will be used to support conclusions and recommendations.
  • Participates in opening and closing conferences with agency officials, discusses factual differences of opinion, and resolves when possible, and attempts to obtain maximum cooperation with minimum friction.

Qualifications

You must meet these Basic Education Requirements:

Basic Requirements for Performance Auditors

  • Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or
  • Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

  • Special Instructions for Foreign Education: If you are qualifying by education and/or you have education completed in a foreign college/university described above, it is your responsibility to provide transcripts and proof of U.S. accreditation for foreign study.     In addition to the Basic Requirements above you must have the following:

    EXPERIENCE

    GS-11:

    You qualify for this position if you have one year of specialized experience equivalent to at least the GS-9 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as serving as an auditor and conducting field work, reporting results, and making recommendations for improvements; participating in the planning and execution of large and complex audits; and directing one or more phases of audits.

    Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

    EDUCATION

    GS-11:

    3 years of progressively higher level graduate education leading to a Ph.D. degree

    or

    Ph.D. or equivalent doctoral degree

    Completion of graduate level education in the amounts shown in the table, in addition to meeting the basic requirements, is qualifying for positions at grades GS-7 through GS-11, and GS-12 research positions if it provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

    • Knowledge of accounting and auditing to review unit operations and accounting and control systems to assess the amount and appropriateness of costs and compliance with government regulations.
    • Knowledge of and ability to prepare written materials in a clear, concise, and effective manner; to conduct interviews to give or receive information and to persuade; to participate in or to lead conferences with management; and to make oral presentations.

    Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

    Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

    Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

    Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

    This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
