Responsibilities

This position is located in the Office of Energy Market Regulation (OEMR)/Division Pipeline Regulation. OEMR serves the public interest by providing leadership and vision in promoting market solutions to regulating economic and operational activity in natural gas pipeline, oil pipeline and electric power markets.

Major duties of the position include:
  • Together with the Director and Division staff, the Deputy Director reviews and evaluates natural gas and oil pipeline applications to determine if proposed agreements, rates, and services comply with statutory requirements and Commission policy.
  • Review and make recommendations on novel rate filings and cost studies to determine whether the rates charged or proposed for the supply of natural gas and/or oil services are just, reasonable, and not unduly discriminatory or preferential.
  • Review the analysis of pioneering rate and tariff filings and certificate applications that require extraordinary rate, economic and policy evaluation with regard to the regulation of natural gas and/or oil pipelines. Participates in the formulation and drafting of new rules and policy statements.
  • In managing the Division's processes, continuously monitors, analyzes, measures and evaluates work and administrative processes to ensure effective and efficient operations. Directs Division staff and works with other OEMR Division Directors and Deputies so that all processes work effectively within the teaming and collaborative environment set forth for both OEMR and Commission operations. As appropriate, serves on teams with managers and staff of other Commission offices to achieve optimum operations process.
  • In full partnership with the Division Director, the Deputy Director provides support and assistance to the Office Director and Deputy Office Director to ensure that all programmatic responsibilities of OEMR are accomplished in an efficient and effective manner.
  • In setting direction, promotes, models, and supports the values of the Commission. Ensures that both personal activities and those of subordinate managers adhere to and promote the specified leadership behaviors defined for all Commission leaders. Plans and implements Division activities in a strategic fashion to not only accomplish Division objectives, but to meet goals and objectives within an OEMR and Commission-wide perspective. Finally, sets direction for the Division and sets expectations for all Division staff to carry out that direction. Constantly seeks to improve organizational efficiency, cost effectiveness and timeliness of performance.
  • Sets direction, manages resources and processes, and supports and facilitates the work of teams and staff for the assigned Division of Pipeline Regulation, consistent with the goals, objectives, policies, and values of the Commission and OEMR. In doing so, the incumbent and the Division Director are part of a team with the OEMR Office Director and Deputy Office Director, OEMR Division Directors and Deputy Division Directors to fulfill OEMR's mission and carry out substantive and managerial responsibilities.
  • In managing human and other resources, continuously monitors, analyzes, measures and evaluates the effective use of such resources, particularly in the areas of human resources and financial/budgetary matters. To ensure that resources are effectively allocated in a "manage to budget" environment, and that human resources are sufficiently trained, motivated, and organized to operate effectively in a teaming, interdisciplinary environment that fosters employee development, the incumbent continuously monitors and adapts systems and processes to ensure maximum efficiency in all operations.

Qualifications

Candidates must have one full year of specialized experience at or equivalent to the GS-14 level. Specialized experience is defined as: Experience in managing, leading, or directing teams and projects dealing with complex and novel oil and natural gas tariff and rate issues of first impression, including policy statements, rulemakings, complaints, declaratory orders, and initial rates, which include preparing market working group memoranda, option papers and reviewing Commission orders and recommendations. Demonstrated ability to supervise a professional staff by using sound leadership skills, such as promoting teamwork, setting direction and communicating effectively.

  • Ability to perform comprehensive analyses and make recommendations on highly complex and novel natural gas and oil pipeline tariff and rate issues that have major impacts on the natural gas and oil pipeline industries.
