Summary

Serves as a Program Manager supporting the Director for the Communications and Operations Office in the Space Technology Mission Directorate (STMD) at NASA Headquarters in Washington, D.C., and is responsible for the development and implementation of strategic communication strategies and products in achieving effective, efficient, and substantive communication initiatives to align with STMD reaching more external audiences and stakeholders in support of the agency's mission and objectives.

Responsibilities

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Performs work administering, supervising, or establishing and maintaining mutual internal and external communication between government agency and the general public and various other pertinent publics including internal or external stakeholders.
  • Plans, initiates, and implements comprehensive public outreach or engagement campaigns to enhance the understanding of the mission directorate and agency's programs and significant activities among the general public and key stakeholders.
  • Manages and coordinates communications related to important actions concerning media, legislative affairs, interagency or other significant external entities, as well as communications involving substantial internal initiatives and policy issues.
  • Independently composes, edits, and reviews various types of communications or correspondence intended to respond to a variety of external stakeholders including media, Congress and leadership ensuring the material is accurate and appropriate.
  • Serves as senior advisor to the directors on public affairs activities, programs and opportunities on related communication and media activities, campaigns and implements those directed activities through coordinated efforts.
  • Analyzes, evaluates and advises management on the impact and effectiveness of public and media engagement programs and products and recommend methods and techniques for disseminating information that will increase stakeholder awareness.
  • Manage production and editorial elements for media and web, establish publication management schedule, content and deadlines and verify accuracy prior to release to stakeholders utilized for public communications.
  • Serves as a senior advisor in the management and coordination on matters related to the design, development and installation of complex public outreach and communications exhibitory used to convey the agency missions and objectives to the public.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level such as; Executing and implementation of action plans, communications and reports; preparing organization communications products; development of written products for media, web and formal presentations, applying analytical ability, judgment, discretion of administrative or program principles, concepts, policies, and objectives applicable to a program or administrative area; and implementing solutions to resolve substantive problems of effectiveness and efficiency of work operations.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level such as; Leadership or management in planning and executing significant action plans, communications and reports; preparing presentations and organization communications; development of written products for media, web and formal presentations, applying analytical ability, judgment, discretion of administrative or program principles, concepts, policies, and objectives applicable to a program or administrative area; and determining solutions to resolve substantive problems of effectiveness and efficiency of work operations.
