Summary

Supervisory IT Specialist (Network & Systems Administration) positions located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP) provide IT support to all aspects of BLS data development initiatives. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

Responsibilities

Positions, through subordinate staff, are primarily concerned with administering network operating systems, information technology research, testing, installation, support, configuring, and maintenance, including any associated hardware (peripherals, servers, hubs, bridges, switches, and routers) and software that permit the sharing and transmission of critical BLS data.

Travel Required

Occasional travel - Some work may require travel and to attendance at meetings and conferences away from the work site.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Candidates must demonstrate proof of meeting the Minimum Qualifications, that is, BOTH the Experience and Specialized Experience requirements listed below.

Minimum Qualifications

Experience

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers' needs and tailoring information about products and/or services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization.

  • AND

    Specialized Experience

    Applicants must have 52 weeks of specialized experience equivalent in scope and responsibility to at least the next lower grade level (GS-13) in the Federal Service. Specialized Experience is defined as BOTH of the following:

    1. Demonstrated independent experience troubleshooting and securing Microsoft Windows Server and Client operating systems in a large enterprise Local Area Network (LAN) and Wide Area Network (WAN) environment such as 1,000+ users across geographic locations, for example, headquarters operations and regional sites. An example of an experience indicator at this level includes managing the performance, availability, and reliability of applications and servers as well as providing technical mentorship, tutelage, and oversight to subordinate technicians.

    2. Demonstrated experience managing and enhancing network systems. Examples of experience indicators include any of the following: managing the design of network architectures such as evaluating and defining infrastructure requirements, coordinating network implementation planning, or overseeing testing and implementation; redesigning network infrastructure in response to changes in network technologies or network requirements; OR, developing contingency plans to ensure continuous availability and accessibility of network resources in the event of emergencies.

    • Network Management: Knowledge of the operation, management, and maintenance of network and telecommunication systems and linked systems and peripherals.
