Summary

This position is responsible for the professional, personnel and administrative management of the assigned Social Workers assigned to the Outpatient Behavioral Health Interdisciplinary Program (BHIP) clinics of the Social Work Service Line. The Supervisory Social Worker will have responsibility for the Peer Support Program including the Supervisory Peer Specialist and Certified Peer Support Specialists.

Responsibilities

Major Duties:
  • Perform the administrative and personnel management functions relative to staff supervised.
  • Supervise Social Work and Supervisory Peer Specialist employees in accordance with the objectives of the Mental Health and/or Social Work Services Lines.
  • Contribute to review, monitor, analyze, plan and assess various programs.
  • Provide consultation services to other staff within the clinic, division, and medical center regarding the psychosocial needs of Veterans and the impact of psychosocial problems on health care and adherence to treatment plan.
  • Provide leadership in identifying and addressing ethical issues impacting Veterans and staff, and initiates and participates in ethical consultations as appropriate.
  • Manage assigned clinic patient duties as directed, completing clinical notes and encounters in a timely manner.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). A doctoral degree in social work may not be substituted for the master's degree in social work.
  • Licensure: Must be licensed or certified by a state to independently practice social work at the master's degree level.
Grade Determinations:

GS-12 Experience/Education: The candidate must have at least one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, And Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:

(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services.
(d) Ability to provide staff training and development.
(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.

Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.

Physical Requirements: The work is primarily non-strenuous though a significant amount of walking may be required for face to face contact with patients, family members and medical staff. Light lifting, under 15 lbs.; Light carrying, under 15 lbs.; Reaching above shoulder; Use of fingers; Both hands required; Walking, Standing; Both legs required; Hearing (aid permitted). The ability to sit for 1-2 hours, and do substantial computer work. Reasonable accommodations will be provided to qualified applicants and employees with disabilities. The full performance level of this vacancy is GS-12.

Education

Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
