Summary

The Software Engineering Division, Software Systems Engineering Branch at the Goddard Space Flight Center (GSFC) is seeking an experienced individual to be a Ground Software Systems Engineer, serving as the GOES-R Ground Segment Project Systems Engineering & Test Team Lead. You will manage Systems Engineering processes and activities including Requirements Management, Configuration Management, Integration and Test, Software Processes, Risk Management, and Interface Management.

Responsibilities

  • Provide overall leadership and guidance of the GOES-R Ground Segment Project Systems Engineering and Test team.
  • Manage, and evolve with the Project, the Systems Engineering processes and activities, including Requirements Management, Configuration Management, Integration and Test, Software Processes, and Interface Management.
  • Coordinate trade studies, including writing statements of work, managing ongoing progress, and reviewing results.
  • Ensure the overall Ground System (including any architectural changes proposed by the contractor) continues to comply with baselined requirements and directed compliance documents, including applicable systems engineering processes and standards.
  • Capture and manage team progress, and provide appropriate status to management weekly and when necessary for status reviews.
  • Support the project risk process as well as the contractor risk process.
  • Serve as the chairperson of the Engineering Change Review Board (ECRB) promoting appropriate items to the Project Configuration Control Board (CCB).
  • Support Government-led testing.
  • Monitor the contractor's performance, and provide performance feedback to the Project.
  • Coordinate with Program Systems Engineering to ensure proper flow of processes and requirements.
  • Ensure that proper NASA Systems Engineering processes are followed, including NPR-7123.
  • This role may require occasional travel to the contractor facility in Melbourne, FL as well as operational sites such as WCDAS in Wallops, VA and the CBU in Fairmont, WV.
  • Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To Qualify for the GS-13:

Specialized experience equivalent to the next lower grade level (GS-12) includes performing duties such as; (1) supporting operational computer-based ground systems; (2) supporting the development of ground data systems and software systems; (3) providing end-to-end ground systems engineering, which includes the development, integration and testing, operations, and maintenance of ground systems; (4) overseeing and performing data systems testing, evaluations, technical reviews, and problem resolution.

To Qualify for the GS-14:

Specialized experience equivalent to the next lower grade level (GS-13) includes performing duties such as; (1) managing complex operational computer-based ground systems; 2) providing technical leadership in developing ground data systems and software systems; 3) providing end-to-end ground systems engineering, which includes the development, integration and testing, operations, and maintenance of ground systems; (4) providing leadership in data systems testing, evaluations, technical reviews, and problem resolution.

*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science that provided in-depth knowledge of the following: (1) theoretical foundations and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures and the theoretical models for such representations and transformations; and (2) essential mathematical and statistical techniques. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.
