Summary

This position is located in the Office of Internal Affairs (OIA), Office of Criminal Investigations (OCI), Office of Regulatory Affairs (ORA), Food and Drug Administration (FDA), Department of Health and Human Services (DHHS). The incumbent serves as Special Agent in Charge (SAIC) of the Office of Internal Affairs and provides technical and administrative supervision of a group of professional senior level criminal investigators and administrative staff.

Responsibilities

  • Manage and direct the criminal investigative activities of the Office of Internal Affairs with responsibility for an international, FDA-wide jurisdictional scope of work.
  • Formulate short- and long-term work plans and objectives, adjusting staff and other resources as necessary.
  • Prepare, justify, and manage the office budget.
  • Supervise a group of professional, technical, or support personnel including setting plans, schedules, and goals to be accomplished.
  • Develop and maintain effective working relationships with all management levels within the OCI, FDA, DHHS, OIG, other federal, state, and local law enforcement agencies.
  • Prepare or approve a variety of reports, including investigative reports, productivity reports, and progress reports to be submitted to the OCI Assistant Commissioner.

Qualifications

The position of Supervisory Criminal Investigator falls within the 1811 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 01/22/2021.

Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

Applicants must have 52 weeks at the GS-14 grade level or higher in the Federal service.

SPECIALIZED EXPERIENCE: Experience directly related to the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

GS-15: Applicants must have at least one year of specialized experience equivalent to at least the GS-14 level in the Federal service which includes experience displaying extensive knowledge of investigative techniques; extensive knowledge of federal laws, regulations, and procedures applicable to criminal investigations; managing a program involving coordination of activities from individuals in different organizations; and supervising or managing a group of highly technical and professional personnel.

SUPERVISORY REQUIREMENT: The candidate chosen for this position must serve a one-year supervisory probationary period if s/he has not previously been a supervisor.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed.
