Summary

This position is in the Special Counsel and Labor Relations Office. The incumbent will manage all labor related legal matters arising under the various components of the Civil Service Reform Act of 1978, as amended, and related statutory and regulatory provisions governing other aspects of Federal sector employment and fiscal law.

Responsibilities

The selectee of this position is responsible for performing the following duties:

- Appearing on behalf of Agency management in contract negotiations, arbitrations, hearings and/or trial proceedings;
- Serving as lead in negotiation impasse proceedings before the Federal Mediation and Conciliation Service, and the Federal Service Impasses Panel;
- Litigating and drafting motions, briefs, and/or other pleadings before administrative judges, arbitrators and/or appellate court/bodies; and
- Providing day-to-day advice to management regarding labor relations, employment and/or fiscal law issues.

Qualifications

BAR CERTIFICATION

In order to be considered for this position, applicants must certify that they are an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial Court under the US Constitution by 01/29/2021.

MINIMUM QUALIFICATIONS

Do you have one year of specialized experience equal to or equivalent to the next lower grade (GS-14):
  • Providing authoritative guidance, interpretation and recommendations based on labor, and employee relation laws, regulations and policies;
  • Conducting analytical research and applying legislation, regulations and decisions in order to prepare legal correspondence for labor and/or employee relation cases; and
  • Experience litigating administrative and judicial adjudications and proceedings?
