Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position serves as the Congressional Affairs Control Officer (Intelligence) for the Headquarters, Department of the Army Deputy Chief of Staff, G-2 (DCS, G-2) duty station Pentagon/Arlington VA.

Responsibilities

  • Responsible for formulating of Army Intelligence Enterprise (AIE) strategic communications and engagements with senior audiences representing Congress, the Department of Defense, the Intelligence Community, industry, academia, media and the public.
  • Serves as the point of entry and facilitator of responses to requests received from the Army Offices of the Chief of the Office of Legislative Liaison (OCLL) and the Chief of Public Affairs (OCPA).
  • Researches, assesses sources, and prepares DCS, G-2 presentations and engagements.
  • Provides expertise in the conduct of research, writing, and analysis necessary to support DCS, G-2 Congressional engagements and communicate modernization initiatives.
  • Develops and maintains DCS, G-2?s engagement and communications strategies and plans to addresses legislative priorities, including authorities, proposals, and programmatic requirements.
  • Monitors and conducts analysis of Congressional hearings, senior-level Defense testimony, and official statements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 investigation/Single Scope Background Investigation (SSBI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May be required to take a counterintelligence scope polygraph examination, if required by Special Access Program (SAP).
  • Requires Temporary Duty (TDY) travel up to 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:
  • Experience conducting analysis, and providing assessments and recommendations on issues pertaining to operational or organizational requirements or capabilities; AND
  • Experience providing support associated with the conduct of research, project management/analysis such as: preparation of project status reports, briefing updates, summaries, and/or evaluations of project or capability performance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Education
