Responsibilities

As a Supervisory Attorney-Advisor, you will serve as the Investigative Counsel in the Office of Chief of Staff, Administrative Investigations Directorate and be responsible for:
  • Provides expert legal advice and guidance on issues related to the conduct of OI investigations and inquiries, and other initiatives to prevent or detect fraud, waste, abuse, and mismanagement in agency programs and operations;
  • Assists in identifying and analyzing existing and proposed legislation and regulations including Agency directives of interest to the IG;
  • Provides specialized training to OIG professionals on the elements of criminal offenses, the collection, evaluation and preservation of evidence necessary for successful prosecution;
  • Provide legal services that run the full gamut of a lawyer's skills, including conducting legal research; provide verbal opinions; confer, meet, and negotiate with a wide array of person in connection with allegations or suspected violations of federal, criminal, civil, and administrative laws, rules, or regulations related to any of EPA's programs or operations;
  • Reviews requests for issuance of OIG subpoenas, initiating and providing direct assistance to the Department of Justice and U.S. Attorneys in legal proceedings to enforce compliance with OIG subpoenas, and researches legal issues pertinent to OI matters.
  • Provide legal services that run the full gamut of a lawyer's skills, including conducting legal research; provide verbal opinions; confer, meet, and negotiate with a wide array of persons; and review correspondence, memoranda, reports, testimony, and other issuances of the OIG.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Qualifications

Applicants must possess a J.D. or LL.B. degree and be an active member of the bar in good standing (any jurisdiction) and must have at least two or more years of post J.D./LL.B. experience, including knowledge of Federal statutes and regulations, experience in working collaboratively with DOJ or USAO that has equipped the applicant with the particular knowledge and ability to successfully perform the duties of the position.

To qualify at the GS-15 level, applicants must have four or more years of post-J.D. legal experience in ethics, two of which were specialized experience at, or equivalent to, the GS-14 grade level.

Examples of specialized experience include:
  • Independently performing legal analysis; composing memoranda, pleadings, briefs and other court documents involving unique and/or difficult legal issues.
  • Providing legal advice to senior officials, managers and employees on Federal statutes and regulations.
  • Analyzing allegations for potential violations of law; creating investigative plans; conducts investigative interviews; obtains electronic and documentary evidence; reviews and organizes evidence.
  • Presenting matters to the Department of Justice and U.S. Attorneys and drafting investigative reports. Conducts briefings or training of senior level staff; leading attorneys, paralegals or support
  • Preparing justifications and formulating recommendations for criminal prosecutions and civil lawsuits by the EPA, or through alternative means, such as the Chemical Safety Board.
