Responsibilities

  • Serves as a Budget Analyst for a major information technology acquisition program responsible for the total budget program which supports overall operations, or major substantive programs or projects.
  • Responsible for advising command staff personnel on daily budget operations and unusual financial problems characterized by their breadth, importance and/or severity; performing all budget phases.
  • Performs budget analysis and financial management for the organization, , i.e., formulation, justification, presentation, and execution; and administering the financed/unfinanced Requirements and mid-year/budget execution reviews.
  • Implements and advises on policies and controls for acquisition, allocation, distribution, obligation, and expenditure of approved budgets; and, initiates, reviews, and recommends approval/disapproval of programming actions.

  • This is a financial management Level 2 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience Required:
To qualify based on your experience, your resume must describe at least one year of specialized experience at the NH-02 (GS-11 or equivalent) level in the Federal service which includes the ability to: 1) Review or analyze long-term and annual budget estimates to execute projects and ensure regulatory and procedural compliance and adequacy; 2) Operate various financial accounting systems (e.g. General Fund Enterprise Business Systems [GFEBS], Logistics Modernization Program [LMP], etc.) to record financial transactions, research, analyze and make adjustment transactions and perform year-end closeout operations; 3) Perform budget execution, tabulate cost data and apply basic statistical formulae (e.g., cost benefit ratios) to budgetary data to illustrate the effects of changes in levels of funding for the different programs.

This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.

This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.

This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
