Summary

This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Enterprise Services and Secretary CCC Branch, Performance, Accountability and Risk Division.
The primary purpose of the work is to serve as an expert on future and current operations and planning to analyze and evaluate major management and program aspects of substantive mission oriented programs for the FPAC Mission Areas..

This is a Bargaining Unit position.

Responsibilities

  • Provides comprehensive, programmatic advice and assistance in the management of personnel resources within section.
  • Advises Branch Chief on issues involving the relationship of the functions supervised to assigned programs and their impact on other related programs.
  • Directs or makes technical determinations as to course of action to pursue and resolve issues requiring decisions at the lowest levels.
  • Responsible for attainment of operational plans, goals, and objectives.

Qualifications

Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include:
  • Developing plans and guidelines to resolve problems;
  • Assessing the validity and accuracy of reported data;
  • Ensuring policies, procedures, and operations are in compliance with new administrative systems, legislation, regulations and program goals and objectives, and;
  • Providing expert technical advice to management and program officials on the interpretation of regulations and guidelines and their application to complex problems.
NOTE: There is no substitution of education at the GS-13 level.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

The work area is adequately lighted, heated, and ventilated.
