Summary

About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. Based on the provisions outlined in the DHA authority, you will be converted to a new appointment.

The Pay Band NH-03 is equivalent to the GS-12/13 grade levels.

Responsibilities

  • Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs.
  • Provides financial advisory services for a major segment of the PEO/PM budget for one or more funding lines or type of funds.
  • Represents the organization at meetings and briefings regarding assigned programs and projects and also prepares material and conducts meetings and briefings.
  • Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You must be able to obtain and maintain a Top Secret security clearance.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278e) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification in Acquisition Career Field Business-Financial Management (F) or the incumbent must be able to obtain certification within 24 months of appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Assisting with performing analysis and evaluation towards the planning, programming, budgeting and execution process of Project Management (PM) programs. 2) Executing allocations of funds to accommodate newly assigned functions/projects in order to ensure mission requirements are met, and 3) Using financial data bases to execute and analyze budget information to brief senior leadership on short/ long-term funding requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02.
