Summary

The purpose of this position is to serve as a performance auditor (in training) of the OIG for programmatic issues that require examination by a professional. Performs routine or limited quick response audits, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up.

This position may be filled at either GG-07, GG-09 or GG-11 grade level. Please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent.

As a AUDITOR you will be responsible for the following duties:
  • Perform assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the area of audit.
  • Plan, coordinate, conduct, and report audit results when there is ample precedent for the work covered by the audit assignment.
  • Select a course of action from many alternatives in planning an approach, gathering data, and presenting findings depending on the nature and extent of problems encountered.
  • Identify and analyze conditions and elements in work environments characterized by systems, functions, and controls for programs that are stable, pertinent issues are known; few conflicts in interpretation of conditions observed; and factual interrelationships are not always obvious or require treatment that varies depending on the subject matter.
  • Participate as a member of an audit team, progressively contributing more value to assigned audit projects as knowledge, skills, and abilities develop.

Qualifications

Per OPM"s Individual Occupational Requirements ( https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/auditing-series-0511/ ), the 0511 series has the following basic Requirement.

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
  • *NOTE: Failure to provide transcripts and/or certification (depending on how you meet the Individual Occupational Requirement) will result in you being rated ineligible for this position.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    Specialized experience required for this position is:
    GG-07:
    • Working knowledge of auditing concepts, principles, and methods sufficient to work independently using conventional procedures and practices that apply to most situations encountered.
    • Basic understanding of government programs and their governing statutes, regulations, and practices sufficient to perform audit assignments using generally accepted Government auditing methods and techniques.
    • Entry level audit experience, working as a part of an audit team, ability to complete audit assignments, ability to research laws and regulations to complete work.
    GG-09 :
    • Working knowledge of government programs and their governing statutes, regulations, and practices sufficient to perform audit assignments using generally accepted Government auditing methods and techniques.
    • Experience performing special audit assignments, researching directives, laws, regulations and operating instructions of an organizational functions or systems, verifying appropriateness of charges, performing analysis of information and preparing audit working papers.
    • Experience preparing an outline of problems identified in working papers with the assistance of a supervisor.
    GG-11:
    • Skill in planning and carrying out routine work, making minor adaptations to procedures and accepted practices related to performance audits.
    • Proficiency in preparing and submitting official reports, correspondence and complete and adequate working papers
    • Experience participating in inspections and reviewing fiscal and related accounts to determine compliance.
    • Demonstrated experience reviewing and examining contracts, purchase orders, and collection procedures; preparing accurate and complete reports of completed reviews.

    Specifically you will be evaluated on the following competencies:
  • Audit Planning and Management; Develop and/or evaluate audit programs to ensure an appropriate risk-based audit approach, monitor audit progress and review working papers and audit reports to ensure audits are properly documented and accomplished in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS) or other applicable guidance.
  • Audit Reporting; Analyze, reconcile and prepare audit information to produce required audit reports, statements and other documentation in accordance with Generally Accepted Government Auditing Standards (GAGAS) or Generally Accepted Auditing Standards (GAAS).
  • Problem Solving; Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Learning; Uses efficient learning techniques to acquire and apply new knowledge and skills; uses training, feedback, or other opportunities for self-learning and development.
  • Oral Communication; Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Integrity / Honesty; Contributes to maintaining the integrity of the organization; displays high standards of ethical conduct and understands the impact of violating these standards on an organization, self, and others; is trustworthy.


  • Education

    If substituting education for experience:
    • For the GG-07 grade level: You must possess a bachelor's or equivalent degree.
    • For the GG-09 grade level: You must possess 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
    • For the GG-11 grade level: You must possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

    If substituting education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects.
