Responsibilities

ATTENTION: This position is located at NAS JRB Fort Worth, TX

Reports to the Commanding Officer,8 th Marine Corps District (MCD) Headquarters, Marine Corps Recruiting Command, which includes the MCD Headquarters and the recruiting stations (RS) reporting to the MCD. Also serves as a Special Staff member to the Commanding Officer.

Oversees the Commander's Unit, Personal Family Readiness Program (UPFRP) for the designated district. Serves as Subject Matter Expert for UPFRP and supports mission to aid individual Marines in their responsibility to attain and maintain personal and family readiness by providing command outreach. In alignment with MCD Commander's guidance develops, plans, implements, coordinates, and evaluates the MCD UPFRPs in the designated region in the mission to support individual Marines and their family members in obtaining family readiness. Support to families shall encompass Marines, spouses, children, and designated parents/extended family members of Marines, especially those serving in remote areas.

Develops and implements UPFRP communication plan of action and conducts proactive outreach, rapport development and multi-faceted communication efforts to facilitate meaningful two-way communication between the command and its Marines and families. Prepares and distributes official communication to Marines and designated family members utilizing the Organization Communication System (OCS).

Provides current information pertaining to available resources designed to assist with emerging challenges associated with the recruiting mission. Actively encourages family members to use available resources and programs. Distributes marketing materials developed and provided by HQMC and/or MCCS and any publications generated within the command.

Provides TRICARE support to Marines and family members by ensuring all personnel are aware of authorized services, enrollment and claim submission requirements, and changes to benefits and services, etc. Provides assistance to Marines and family members in TRICARE claim submission procedures. Serves as the command liaison with all levels of TRICARE management.

Coordinates volunteers' work to include, executing the MCD Commander's UPFRP intent, assigning and distributing tasks, providing guidance on the tasks, and demonstrating methodology for task completion, and ensuring materials are available to complete tasks.

Serves as the Marine Corps Family Team Building (MCFTB) Family Readiness Program Trainer for the district providing HQMC standardized program training curriculum/materials to respective district RS Command Team members and UPFRP volunteers as needed. Establishes training schedules and coordinates delivery of training, providing logistical and administrative support for training sessions. Reports all training sessions to HQMC as required. Delivers additional briefs and presentations as directed by the Commander.

Identifies training needs for Marines and their family members. Coordinates with local and regional programs for the appropriate family readiness courses. Maintains family readiness training documentation.

Drafts policy relating to UPFRP and Marine Corps rules and regulations. Ensures unit conforms to applicable guidance and regulations in execution of the UPFRP. Maintains direct contact with HQMC to provide specific UPFRP information for analysis, reporting, and trend identification. Submits monthly MCFTB, Volunteer Management, and UPFRP reports to HQMC.

Establishes and maintains liaison with, and serves as mentor to RS Readiness Coordinators. Assists in development, implementation, and evaluation of subordinate RS UPFRP. Conducts periodic assessment of subordinate RS UPFRP and provides appropriate recommendations for improvements.

Monitors and maintains appropriated and non-appropriated fund allocations. Develops long range and short range cost estimates for program funding requirements. Monitors overall UPFRP budget execution. May serve as the approving official for UPFRP expenses.

Serves as the command's Exceptional Family Member Program Advocate; monitoring application status, placement of newly assigned recruiters and administrative support.

Serves as the command's Military and Family Life Counselor Program (MFLC) point of contact; monitoring scheduled rotations, creating schedules and provide information to the respective RS.

Duties may require travel to complete work assignments, and conduct or attend conferences and meetings. May work a fluctuating or otherwise atypical duty schedule to complete required assignments

Performs other UPFRP related duties as assignedThis is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

Bachelor's degree from an accredited college or university in a related field appropriate to the work of position and three years of related military family life experience; OR an appropriate combination of education and experience which demonstrates a high degree of interpersonal communication and analytical skills to adapt and respond to diverse situations unique to the military lifestyle; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

Clear understanding of the UPFRP's intent with demonstrated knowledge of philosophies, policies and procedures governing the program.

Demonstrated knowledge of the military recruiting processes as they relate to the overall UPFRP management process.

Demonstrated skill to serve as a representative to provide command family readiness outreach, support, and assistance to the Command's military personnel and their families, exercise sound judgment and initiative in carrying out responsibilities. Ability to resolve situations as they arise, work with wide latitude for independent action to ensure overall program effectiveness, provide sound recommendations, and effectively use of resources.

Demonstrated skill to independently carry out the functions of a trainer and facilitator; such functions include teaching, facilitating educationally-based groups or programs (where no clinical interpretation of behavioral health is made), administrative functions, or providing generally available information to groups or individuals. Must be able to train curricula which do not require professional licensure, but may require specialized education and or experience. Must be able to review and analyze the effectiveness of training.

Must possess and demonstrate sound communication skills (oral and written), presentation skills, interpersonal skills, and social poise. Must possess coalition building skills and sufficient experience to effectively support families in crisis. Ability to use discretion to refer service and family members to resources when appropriate. Must be detail-oriented, organized and adaptable. Eager learner and positive attitude essential.

Must be a self-starter and possess the ability to establish realistic long and short-term goals and objectives, set achievable deadlines and react quickly to changing priorities. Must possess strong customer service skills and be able to tactfully communicate with all levels of the military and civilian community. Must have ability to work both independently and within a dynamic team. Must have ability to gather, assemble and analyze complex organizational information, draw conclusions and devise solutions to problem areas. Must have the skill to successfully manage the work of volunteers.

Operating knowledge of Microsoft Office software suites, creating, maintaining, and manipulating database management systems and spreadsheets, and other web based applications.
