Summary

This position is in Medical Disability Exams Program Office (MDEO) program office. The MDEO Lead HR Program Analyst is responsible for providing policy and procedural HR consultation and support. Incumbent reports to MDEO Executive Management Officer (EMO) and is the liaison and principal advisor to the Executive Director and Deputy Executive Directors.

Responsibilities

Major Duties:
  • Coordinates the Human Resources (HR) program for MDEO. Performs and oversees the full range of human resources requirements to include: reorganization and realignments, arrangements for recruitment of clerical, administrative and professional staff, preparation of job descriptions, performance standards, performance appraisals and awards, maintenance of accurate personnel records and reports, and distribution of information concerning changes in personnel procedures to supervisors.
  • Deals with sensitive and high-profile issues and advises leadership on the impact of changes in processes, protocols and legal statutes which may impact or shape the future direction of the organization.
  • Establishes and maintains cooperative working relationships with managers and OTM. Answers questions and/or directs inquiries to the proper person using knowledge of HR regulations, field policy and organizational structure. Provides expert advice in a manner that protects the interest of the Department of Veterans Affairs and the government.
  • Uses skill in analyzing and forecasting MDEO HR requirements and is proactive in preparing for HR actions in advance. Actively participates in and monitors position management activity.
  • Provides management assistance reference employee counseling, disciplinary and adverse actions. Reviews disciplinary and adverse actions prior to issuance and recommends appropriate final action to deciding officials. Consults and collaborates with union officials to develop and maintain a cohesive working partnership. Assists employees reference rights on appeals and hearings.
  • Serves as the Equal Opportunity Program Manager for MDEO.
  • Provides management advisory/consultative services in one or more of the HR Functions (e.g. workforce restructuring, performance management, awards and recognition, data systems, entitlements and allowances, employee relations, rank-in-person promotion process, and employee development) rendering broad advisory services and/or policy interpretation on highly complex agency-wide or equivalent issues.
  • Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VBA policy.
  • Collaborates with Office of Talent Management (OTM) to deal with issues of both sensitive or of a high-profile nature while advising leadership on HR activities which may impact or shape MDEO.
  • Prepares, delivers and/or coordinates training for MDEO leadership on HR including time and attendance, EEO, workers comp, HR risk identification and mitigation etc.
  • Researches, investigates, and conducts comprehensive studies related to the effectiveness and efficiency of major administrative and human resources management operations. Formulates project methodologies and identifies operational and analytical techniques for the accomplishment of project objectives.
  • Applies appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations and/or in measuring and evaluating program accomplishments.
  • Prepares documentation for management involved in disciplinary and adverse actions, grievances, and related processes and provides advice and guidance.
  • Serves as liaison to OTM on all discrepancies, complaints and issues from all MDEO staff. Obtain guidance from OTM on issues such as leave abuse, insubordination, reassignments, realignments, changes to lower grades and pay issues. Provides assistance to all MDEO employees on their rights, benefits and entitlements.

    Qualifications

    • Time-In-Grade Requirement:Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS013. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).     You may qualify based on your experience as described below:

    Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.   • Providing expert consultation to managers and staff regarding Title 5: Recruitment and placement policies, hiring flexibilities, incentives, and compensation.
