Responsibilities

As a Budget Officer within the Office of Budget, Plan and Integration, some of your specific duties will include:
  • Responsible for leading Budget Office staff in the formulation, preparation, and execution of budget management programs for the USGS and serves of the main point of contact for inquiries from the Department, OMB, Congress, and others.
  • Responsible for effective communications concerning all aspects of the budget between the USGS and members of Congress, Congressional committees, and Congressional staff.
  • Responsible for coordinating and providing oversight for the preparation, review, and reporting of USGS Strategic Plan performance related metrics and information.
  • Serves as the Bureau focal point and lead coordinator for key portions of Government Performance and Results Act (GPRA) activities including developing the annual Performance Plan and incorporating results in the Annual Financial Report.
  • Analyzes USGS financial plans and reports; advises the Director and Associate Directors on current status of funds, recommends reprogramming to assure maximum utilization of available funds, and to preclude incurrence of unauthorized deficiencies.

    • Supervisory Probationary Period - This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed.

    • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment.     Qualifications

    For GS-15 :

    Applicants must meet the following to qualify for the GS-15 level:

    Possess one year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-14 level in the Federal service.

    Examples of GS-14 level work may include: working with Mission Area or Regional leadership or senior management officials to develop budget estimates, strategies, and justification material; developing or reporting on strategic performance measures and goals; experience working issues with either Departmental, OMB, or Congressional staff; working independently to find solutions to problems in budget, strategic performance, and other issues; searching for, compiling and analyzing historical statistical, financial and narrative data related to determine the impact of higher level decisions and possible organizational impact; supervising the preparation of internal budget and performance documentation to USGS senior leadership; presenting information to Mission Area, Regional, or USGS leadership (or equivalent); Preparing analysis with recommendations regarding budget and performance planning.
