Responsibilities

As a Budget Officer , you will:

  • Provide representation for Ginnie Mae with the Departmental Budget Office, Office of Finance and Accounting, OMB, and the House and Senate Appropriation Committees.
  • Direct the budget process for Ginnie Mae.
  • Direct the preparation of staff year allocations in conjunction with the Office of Administration; development and maintenance of a budget control system to assure compliance with budgetary limitations and allocations; and development of operating plans to assure proper management of budget allocations.
  • Direct the preparation of budget proposals and separate justifications using guidelines provided by OMB and the Department for annual submissions (and Supplemental Estimates when solicited) for each Ginnie Mae program, which are used by the Department and the President (Ginnie Mae) to support the budget before OMB and the Congress.
  • Develop forecasts for program authorization, budgetary authorization and budget outlays. Also forecast staffing requirements and administrative expenses required to support existing and future levels of work.

This position is located in the Government National Mortgage Association (Ginnie Mae). Ginnie Mae is a wholly owned government corporation created to help expand homeownership opportunities for low and moderate-income Americans, by linking global capital markets to the nation's housing markets.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience is one (1) year of experience at the GS-14 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience is defined as follows:

- Overseeing the development of policies, systems, and procedures for budgeting and managing funds; AND
- Providing direction and solutions to management on budget and operating estimates; AND
- Managing and ensuring budget formulation and execution performed in compliance with regulations by interpreting and applying information from multiple sources, such as: appropriations language, OMB directives, Treasury requirements impacting the projection of a program, budget presented to Congress, Credit Supplement and Mid-Session Review updates; AND
- Experience with the credit reform act of 1990 related to a direct loan or loan guarantee program; AND
- Overseeing the contracting concepts related to planning, developing, implementing, maintaining, and administering various procurement acquisitions.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
