Summary

This position is located in the Office of Inspector General (OIG), Office of Audits, Audit Operations, Quality, Compliance Division (AOQC). AOQC responsibilities include but are not limited to providing audit managers and staff consultative services related to statistical theories and methodological techniques.

Responsibilities

  • Duties require the incumbent to be conversant with the Department of State and Agency for Global Media programs, management practices, and operations as well as audit policies, procedures, standards, and audit sampling and other methodologies.
  • Advising audit teams during audit planning on sample design, performing sample selection, and projecting sample results if applicable.
  • Reviewing and evaluating proposed sample designs and audit methodologies submitted by the audit team.
  • Performing and/or reviewing data analyses, interpreting and presenting the results, and providing on-the-job (OJT) to audit staff in these areas.
  • Developing, writing, and/or revising audit policy related to assessing data quality and audit sampling (both statistical and non-statistical).
  • Performing and/or directing special studies as may be assigned by the Assistant Inspector General for Audits, the Deputy Assistant Inspector General, or Audit Division Directors.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

Have an undergraduate or higher level degree from an accredited college or university that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), AND 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; OR in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements is given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing;

OR

Have a combination of education from an accredited college or university as shown above PLUS appropriate experience or additional education. This experience include a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and test of significance.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following:

-Experience applying a variety of qualitative and quantitative methods to assess program effectiveness or to improve management processes.
-Experience evaluating and analyzing findings to discern relationships and to assess the thoroughness of the evidence to be used in the audit report.
-Experience analyzing and presenting statistical and non-statistical data in performance type audit reports.
-Experience designing, fielding, and analyzing the results of questionnaires and other data collection instruments that are both unbiased and targeted to assignment objectives.
-Experience applying relevant auditing standards, Federal laws, and regulations (e.g., GAS and GAAP).

-Experience evaluating and analyzing findings to discern relationships and to assess the thoroughness of the evidence to be used in the audit report.
-Experience analyzing and presenting statistical and nonstatistical data in audit reports.
-Experience assessing the quality of the final product focusing on the data analysis methods and interpretation of the data as well as ensuring that the report adheres to GAS and other auditing guidance and standards.
-Experience designing, fielding, and analyzing the results of questionnaires and other data collection instruments that are both unbiased and targeted to assignment objectives.
-Experience applying relevant auditing standards, Federal laws, and regulations (e.g., GAS and GAAP).

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:
  • Ability to develop various audit methodologies, especially statistical and nonstatistical samples, as well as the ability to instruct staff in the basics of these methodologies.
  • Knowledge of a wide range of qualitative and quantitative methods and techniques used to measure and evaluate the effectiveness and efficiency of management functions and programs.
  • Ability to conduct and instruct others in audit planning, especially the gathering, organizing, and analyzing of data via the use of both statistical and nonstatistical methods.
  • Ability to provide OJT to staff in applying auditing and accounting principles, theories, techniques, standards, and practices.
  • Knowledge of audit report writing and presentation techniques sufficient to express ideas clearly, concisely, and effectively in writing and the ability to evaluate and improve these skills in staff.
  • Ability to present and/or communicate complicated and intricate material before senior agency management officials, agency stakeholders, Congressional members and staff, and OIG counterparts at other agencies.
  • Ability to work on multiple concurrent projects.

Qualified candidates are assigned a score between 70 and 100.
