The USPS OIG is seeking a highly qualified applicant to fill our External Integration Director position in the Office of Chief Information Officer (CIO) located in Arlington, Virginia.

Responsibilities

The successful candidate will manage projects and programs, provide a full range of supervision to staff, provide strategic direction to the directorate and manage diverse administrative operations. Duties consist of planning, prioritizing, and assigning work; collaborating with peers and subordinates as well as external agencies across the government to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $144,128.00 - $172,500.00. The salary figures includes locality pay.

The employee manages and directs the activities of the staff integrating new and maintaining existing application software in support of USPS OIG operations as well as developing and maintaining a shared service model to support the IG community. This will include design, documentation, development, modification, testing, installation, implementation, configuration, and support.
  • Responsibilities include planning, prioritizing, and assigning work; collaborating with peers, subordinates, and external agencies to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals.
  • Provides innovative and expert leadership analyzing and refining customer requirements; translating customer requirements into applications prototypes; planning and designing systems architecture; writing, debugging, and maintaining code; determining and designing applications architecture; determining output media/formats; designing user interfaces; working with customers to test applications; assuring software and systems quality and functionality; integrating hardware and software components; writing and maintaining program documentation; evaluating new applications software technologies; and/or ensuring the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services and platforms.
  • Plans, organizes, and conducts research on complex applications software issues that involve major areas of integrity in approach, methodology, or interpretation to identify appropriate solutions.
  • Represents the Office of the Inspector General in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities including presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.
  • Practices sound position management when assigning work, combining/separating duties, establishing and deleting positions, and fulfilling other human resource management duties and responsibilities.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university
  • At least 10 years professional experience of planning, organizing, and conducting research on complex application software issues, and managing projects and programs using Agile methodology.
  • Demonstrated experience with developing a shared service model of applications and platforms that provides scalability, functionality, and cost savings to customers.
  • Previous supervisory experience managing a staff of 10 or more.
  • At least one year of specialized experience equivalent to the next lower grade level (GS-14) demonstrating the ability to lead an enterprise IT project management and applications development organization with several subordinate managers/team leads.
  • Experience with developing applications in Microsoft Azure to include laaS, PaaS, and SaaS solutions.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors.   • Knowledge of information technology life cycle management theories, including Agile methodology to conceive, plan, and manage applications, and to serve as technical expert in the specialty of applications development.
  • Experience with building, buying, configuring, and migrating applications to a cloud environment.
  • Ability to lead the design, integrations, configuration, and development of software applications in accordance with user requirements.
  • Ability to manage large complex development projects and programs as well as manage and direct a staff of technical subordinates.
  • Experience in budgeting, planning, and implementing a shared service platform for a wide range of government agencies.
  • Knowledge and experience in all phases of information system application development; with demonstrated knowledge and project experience using .Net, Drupal, SQL, ORACLE, modern programming languages/techniques and mobile technologies.
