Responsibilities

As a Contract Specialist, this position is responsible for procuring aviation related supplies and services to ensure availability of aircraft parts and services necessary to support mission targets.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Serving as a contract specialist responsible for a wide range of preaward and postaward procedures to plan and conduct the acquisition process from description of the requirements through final delivery.
  • Identifying planning needs for future procurement of aircraft parts and evaluating vendor bids/offers and participates in onsite vendor assessments.
  • Identifying appropriate contract type, including small business requirements.
  • Negotiating contract terms and conditions including quality/air worthiness, pricing, delivery schedules and vendor incentatives for good performance.
  • Analyzing bids/proposals for conformance to the solicitation instrument, and performing cost/price analysis.
  • Monitoring contract administration until final delivery and ensures payments are completed and that the contract is closed and retired.

Qualifications

Basic Education Requirement for GS-09 through GS-12: 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.

IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENTS ABOVE, APPLICANTS MUST HAVE SPECIALIZED EXPERIENCE AS LISTED BELOW:

GS-9 level: 1-year of federal specialized experience equivalent to at least the GS-7 level. Examples: developing procurement plans; preparing and issuing solicitation documents OR To substitute education for specialized experience, completion of 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D., if related OR combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS-11 level: 1-year of federal specialized experience equivalent to at least the GS-9 level. Examples: reviewing official contract files; preparing written requests for proposal OR To substitute education for specialized experience, completion of 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree, if related OR combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Specialized experience is experience that has equipped you with the particular ability, skill and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
