Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for GS-2210-11/12 to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Works as a subject matter expert (SME) and regional Key Management Infrastructure (KMI) Operating Account Manager (KOAM) responsible for accountability of enterprise COMSEC equipment and material up to the level of TOP SECRET.
  • Coordinates and verifies resolution of all findings.
  • Conducts risk and vulnerability assessments of planned and installed systems to identify vulnerabilities, risks and protection.
  • Manage COMSEC regional accounts and install, operate and maintain COMSEC equipment related to account operations


Travel Required

Occasional travel - Business Travel (TDY) may be required 15% of the time.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Drug testing is required.
  • Must be able to obtain and maintain an IAT-I or equivalent certification and a Computing Environment (CE) certification within 6 months of appointment.
  • Incumbent may be required to work overtime.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-11 level:

Specialized Experience: You must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes Specialized experience is defined as: Providing staff direction and review of such efforts of the Districts and leading Division policy development efforts under closer than normal supervision. Assignments will become progressively more difficult until the full performance level is reached. Experience is defined as: 1) Experience developing, implementing, and administering an IT security program OR 2) Experience protecting, and restoring IT systems, services, and capabilities OR 3) Experience conducting risk analysis of planned and installed systems to identify vulnerabilities, risks and protection. All experience areas shall additionally demonstrate each of the following: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication 4) Problem Solving.

OR

Education Substitution: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. (Note: You must attach a copy of your transcripts.)

To qualify at the GS-2210-12 level:
