This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for planning, coordinating, executing, analyzing and accounting of annual and multi-year appropriations within the Joint Staff (JS).

Responsibilities

As a SUPERVISORY FINANCIAL MANAGEMENT ANALYST at the GS-0501-14 some of your typical work assignments may include:
  • Provide expert advice on all phases of budgeting and execution including formulation, preparation, execution, entitlements and ensure proper postings in the financial records.
  • Leads periodic JS initiated meetings, discussions, and teleconferences and responds to Directorate, Management and COCOM inquiries, comments, and concerns regarding funds and execution issues.
  • Operates and monitors the JS Comptroller Accounting System to ensure transactions are coded and entered in a format appropriate to the U.S. Standard General Ledger (USSGL).
  • Analyzes transactions for complexities and recommends final determination of resource requirements when the funds involved are not clearly defined and subject to negotiation.
  • Develops training designed to educate JS workforce on proper execution and reporting policies and procedures in order for staff to carry out system and process improvement efforts, to satisfy audit scrutiny to include a periodic crosswalk of business events to the corresponding general ledger postings to identify potential posting logic issues or abnormal balances.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Operates and monitors the established Enterprise Resource (ERP) System to ensure transactions are coded and entered in a format appropriate to the U.S. Standard General Ledger (USSGL).
  • Ensure organization is within compliance of the Financial Improvement and Audit Readiness (FIAR) Program.
  • Review and promulgate financial-related policies and procedures received from DoD, OMB, Treasury, GAO and other regulatory agencies to ensure funds control, execution processes and system are compliant.
  • Guarantee compliance is within the Standard Financial Information Structure (SFIS) system.
  • Substitution of education may not be used in lieu of specialized experience for this grade level.
