Summary

The purpose of this position is to develop the incumbent for placement in a management position through a combination of planned formal classroom instruction and distance learning assignments and a variety of rotational, on-the-job work assignments in all departments of the commissary.

Responsibilities

This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. At the target grade level the major duties are:
  • Assesses trends, analyzes shopper data and syndicated/point of sale data to identify key customer opportunities for growth.
  • Collaborates with the category manager and team members in the areas of effective product assortment, shelf merchandising, and promotional and pricing decisions.
  • Develops category presentations, recommendations for new item introductions, promotional activity, product positioning, and planogram reviews.
  • Utilizes shelf management software and category expertise to develop Agency-wide shelf management/placement plans for new items, existing products, and products on promotional displays.
  • Determines the effectiveness of promotions through post analysis, and makes appropriate recommendations to the category manager.
  • Uses analysis to develop trends, recommend solutions, and provide data to Agency management as well as to a variety of governmental and private organizations.

Qualifications

By the announcement closing date, your resume and supporting documents must show that you meet the qualifications (below) for the grade level or levels for which you are applying. When using education to qualify, the education must have equipped you with the knowledge and ability to perform the work of the position, as evidenced by on-the-job-training in food retail management or an internship or practicum in food retail management

GS-09 Grade Level: Applicants must possess a minimum of one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military, OR (B) master's or equivalent degree, or two full years of progressively higher graduate level education leading to such a degree, or LL.B. or J.D. (if related) with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements.

GS-11 Grade Level: one year of specialized experience equivalent to at least the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military, OR (B) Ph.D. or equivalent doctoral degree or 3 full years of progressively higher graduate level education leading to such a degree, or LL.M. (if related) with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements.

Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: (1) Managing a commissary store, supermarket, or similar type of commercial retail food store; (2) Managing a department in a retail food store; (3) Planning, standardizing, or controlling operations in an assigned group of retail food stores; (4) Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store; and (5) Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks. Generally, you must serve at least 52 weeks at the next lower grade level to be considered for promotion. - Time after competitive appointment . Current federal civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate. Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package.   • Permanent Change of Station (PCS) is authorized. If you PCS'd at government expense within the past 12 months, additional government funded PCS may not be authorized; however, you may choose to pay your own moving expenses.
