The USPS OIG is seeking a highly qualified applicant to fill our Facilities Project Management Specialist position on the Mission Support Team located in Arlington, VA.

Responsibilities

The successful candidate will provide technical and administrative expertise and coordination of the development, analysis, design, implementation, and evaluation of various facility projects related to facility planning, building space criteria and project and program justifications. The employee works closely with stakeholders to plan the utilization of space and facilities for organizational operations and assists in the development of projects with internal management and stakeholders and provides recommendations based on financial feasibility and organizational needs.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $122,530.00 - $159,286.00. The salary figures includes locality pay.

  • Reviews and evaluates architectural, mechanical, and electrical plans and information such as drawings, sketches, or specifications to determine feasibility.
  • Develops technical requests for proposals. Determines the project scope, requirements, resources and timeline. Evaluates bids submitted for technical accuracy and compliance with contract requirements and makes recommendations to management as needed.
  • Conducts technical quality design reviews and ensures adherence to quality control processes, governmental regulations, Postal and OIG standards.
  • Oversees the design, construction and close out process for construction projects. Provides program guidance, direction, and advice to employees within as well as outside the organizational unit.
  • Ensures project requirements are defined, contracts and contract changes are negotiated, financially feasible and are compliant with the terms/conditions of the contract.
  • Works with architects, engineers, contractors, construction representatives, and others involved in design and construction of OIG facilities. Conducts preconstruction and final acceptance meetings, conducts on-site inspections during the various project phases, and provides status report updates.
  • Monitors project budget expenditures reconciles expenses and closes out/pays contracts.
  • Coordinates and participates in the development and establishment of policies and procedures and the development of guidelines for program and project development and coordinates the analysis and evaluation of that development process.
  • Provides tactical advice on all matters regarding facilities services, including methods, procedures and systems to increase overall effectiveness.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree or higher or 4 years specialized experience in performing project management activities such as work breakdown, resource estimating, project planning and scope development, project justification, alternative analysis, tracking/oversight, scheduling tasks, negotiating deliverables, project administration and status reporting.


AND

  • At least 2 years of specialized experience in facilities program/project management to include collaborating with stakeholders in identifying, developing and addressing facility infrastructure requirements and preparing reports, plans and status updates for higher level management.


DESIRABLE QUALIFICATIONS
  • Knowledge of Postal Service policies and regulations applicable to real estate transactions and facilities management sufficient to analyze and resolve conflicts in policy and program objectives and/or problems.


EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.   • Mastery of concepts, principles, regulations, and techniques needed to evaluate cost and economic data to identify alternatives, measure, and evaluate program accomplishments.
  • Extensive knowledge of architecture, engineering, and building construction sufficient to specify, design, review and inspect repair and alteration work.
  • Experience in preparing drafting and design documents such as scopes of work, diagrams and facility layouts utilizing software such as AutoCAD.
  • Experience in performing project management activities such as work breakdown, resource estimating, project planning and scheduling, project justification, alternative analysis, tracking/oversight, scheduling tasks, negotiating deliverables, project administration and status reporting.
  • Ability to work with, interpret and apply National and Local Codes (e.g., OSHA, building).
  • Ability to communicate orally and in writing to prepare, review, and provide rationale for recommendations, justifications, policies, and procedures.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
