Summary

This position serves as Director of the Office of Safety Review, TSO-20, and functions as an advisor to the TSO Associate Administrator and Deputy Associate Administrator as well as the FTA Administrator and Deputy Administrator. Serves as a key liaison for the FTA, as well as other offices within the Department, and other Federal agencies, for transit safety and oversight matters.

Responsibilities

As Supervisory Transit Safety Specialist, you will:
    • Prepare and execute the office's annual budget and program work plans.
    • Review and oversee FTA grant recipients' compliance with national transit safety plans and programs.
    • Oversee and guide a staff in regulating and overseeing transit safety functions in accordance with statutory and other delegated authority.
    • Manage staff in developing and recommending new or modified transit safety policies, regulations, requirements, and procedures governing the operations of FTA and its grantees.
    • Coordination and cooperation with other FTA offices and regions to prepare and execute transit safety oversight; advises officials on program content and implications.


IDEAL CANDIDATE: The ideal candidate is a senior level professional who has excellent leadership, communication and analytical skills and is looking for an opportunity to apply project and program management experience as it relates to the transit safety.

CONDITIONS OF EMPLOYMENT:

  • Qualifications

    To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

    To qualify for a GS-15, you must have at least one full year of specialized experience equivalent to the GS-14, it must include:
    • Experience managing safety programs and/or oversight compliance programs, recommending changes to enhance program operations, and assessing and improving program effectiveness.
    • Experience directing an office to include: executing budget and program plan, operationalizing the mission of the overall program, determining objectives and priorities, and continually developing staff capabilities and job satisfaction.
    • Experience developing and conveying technical information on transportation or safety through presentations to executive leadership and external stakeholders.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Program Management (Compliance) - Knowledge of Federal regulations and transportation policy as it applies to transit safety and oversight.
  • Management - Mastery of the concepts, principles, and practices of program management including planning, budgeting, justification, procurement, program implementation and evaluation.
  • Technical Capacity - Knowledge of the principles, methods, practices and techniques for program development, administration, management and oversight.
  • Communication - Ability to prepare effective written materials and deliver effective oral presentations.
