Responsibilities

As a GS-0028-12, Environmental Protection Specialist, you will:
  • Analyze and interprets governing policies, laws, and Orders to oversee and evaluate contractors to ensure environmental protection compliance, pollution prevention, environmental management system, waste management system, and other related aspects are in accordance with Federal environmental regulations, processes, and procedures.
  • Provide technical support for transportation safety and packaging program (radioactive materials). Oversees and maintains cognizance of all environmental and waste management activities (i.e., waste minimization, storage, and disposal). Provides direction and apprises Laboratory management in the handling of Thomas Jefferson National Accelerator Facility waste (radioactive, hazardous, non-hazardous, special, and mixed).
  • Review environmental permits and requirements to confirm Thomas Jefferson National Accelerator Facility compliance. Permits include, sanitary sewer, groundwater withdrawal, storm water pollution prevention, and hazardous waste.
  • Review Annual Site Environmental Report for factual and technical accuracy. Provides support in the composition of site-related environmental reports pertaining to technical reviews for industrial waste water discharge permit and waste recycling management (radiation and hazardous waste).
  • Evaluate contractor safety, and health activities to assess the adequacy of compliance with DOE policy and contract requirements. Coordinates and supports in developing procedures. Collects information and identifies opportunities for improvement of the contractor's safety and health practices including laser safety, and engineered nano-material safety.

As a GS-0028-13, Environmental Protection Specialist, you will also:
  • Oversee compliance with the National Environmental Policy Act (NEPA), in accordance with the NEPA compliance officer's authority. Develops, coordinates, and composes TJSO policies and procedures pertaining to the environmental management and NEPA areas.
  • Review environmental permits and requirements to confirm TJNAF compliance. Permits include, sanitary sewer, groundwater withdrawal, storm water pollution prevention, and hazardous waste.
  • Provide Federal contractor management direction and oversight of TJNAF health and safety activities, programs and projects. Ensures contractor compliance with S&H regulations, evaluates the contractors M&O S&H budget, establishes performance measures, and evaluates progress and performance against established expectations, plans, and corrective actions.
  • Support formal planning for safe accelerator operations through the identification and analysis of hazards and the identification of appropriate standards and controls such as conduct of operations to mitigate the hazards.

  • Comprehensive knowledge in solving complex problems involving diverse aspects of environmental protection, modifying or adapting established methods and procedures or making significant departures from previous approaches to solve similar problems, revising standard methods to improve or extend environmental administration and/or management systems, and evaluating, modifying, or adapting new methods to meet requirements of particular situations.

  • Skill and ability to communicate orally and in writing to provide implementation direction to contractor personnel; review and approve contractor documentation; and provide appropriate oversight of conduct of operations, and to compose, submit, and implement environmental protection technical reports and data, ES&H, and radiation protection functions to senior management, and technical and non-technical audiences.
  • Knowledge in the specialized area of permitting requirements, rules and regulations, and in developing, managing, and overseeing the documentation required to obtain regulatory approval, operate hazardous waste units/facilities.
  • Knowledge of NEPA compliance issues regarding generation, treatment, storage, packaging, transportation and disposal of hazardous and radiological wastes from environmental activities, and of current safety and health rules, regulations, and practices.
