Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Develops audit guides/programs covering highly complex functions of a major Department function or multi-mission activity, or develops segments of audit guides/programs for highly complex agency-wide or major corporation audits.

- Responsible for conducting interviews, reviewing records, and gathering data to achieve audit objectives.

- Prepares detailed working papers to document work accomplished.

- Demonstrates an expert working knowledge of generally accepted government auditing standards (GAGAS); quality standards for Inspection and Evaluation (CIGIE); and the OAE policies and procedures; and complies with these standards for data analysis efforts.

- Communicates orally or in person and in writing, especially with audit management and auditees, including when views inconsistent with audit findings are presented.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience includes planning, conducting audits or evaluation projects in accordance with applicable standards. Examples of such experience may include:

- Researching laws, regulations, contracts, and management controls to develop performance audits or evaluation objectives, scope and methodology, or to support and develop findings; OR
- Collecting, analyzing, and summarizing audit data to support conclusions; OR
- Conducting entrance and exit conference briefings to present audit objectives and potential findings; OR
- Writing segments of audit or evaluation reports covering criteria, conclusions and recommendations.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.

Specialized experience includes assisting with the planning of audits or evaluation projects in accordance with applicable standards. Examples of such experience may include:

- Researching laws, regulations, contracts, and management controls to assist in the development of performance audits or evaluation objectives, scope and methodology, or findings; OR
- Participating in entrance and exit conference briefings to present audit objectives and potential findings; OR
- Assisting with preparation of draft audit or evaluation reports covering criteria, conclusions and recommendations.

OR
You may substitute education for general or specialized experience as follows: Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.)

OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined with experience.


Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.

Specialized experience for this position is analyzing facts or data to address assigned project objectives or goals. Examples may include:

- Collecting, analyzing and summarizing data to support conclusions; OR
- Assisting with research of laws, regulations, guidelines, and performing audit or evaluation procedures; OR
- Assisting with writing segments of draft reports.

OR
Two years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree. (Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit.)

OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks.

For the GS-11, you must have been at the GS-09level for 52 weeks.

For the GS-09, you must have been at the GS-07level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.

OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

CONDITIONS OF EMPLOYMENT:
