Specialized Experience: One year of specialized experience which includes implementing plans in support of Homeland Defense or Civil Support missions; preparing policy analysis using statistical/budget reports and/or standard operating procedures; coordinating with outside agencies to ensure operational efficiency; and providing advice to personnel to assist in resolving problems and/or issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:

Responsibilities
- Coordinating and implementing Army support to Homeland Defense (HD) and Civil Support (CS) current operations and planning future events, Operational Plans (OPLANS) and Contingency Plans (CONPLANS).
- Planning for and conducting of special events (including National Security Special Events, such as the Presidential Inauguration and the State of the Union Address (SOTUA)), and Army response to natural and manmade disasters.
- Analyzing, developing and maintaining Homeland Defense/Civil Support Branch Standing Operating Procedures to ensure responsive and appropriate Army support to HD and CS missions.
- ?Serves as the subject matter expert interface with the Secretary of Defense, the Secretary of the Army, the Attorney General, the Mayor, and the President in the execution of missions undertaken by the DC National Guard.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019 and must pass urinalysis testing, as required.
- This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- This position may require employee to work overtime during normal business hours.
- Position may require employee to work overtime on an emergency basis. Position may require shift work hours.
- Incumbent may have to deploy on short notice to work from an alternate location for up to 30 days.
- Incumbent must participate in any "call back" drills conducted by the organization.
- May require travel by military or commercial aircraft or other modes of travel away from the normal duty station to locations within and outside of the Continental United States. Travel may be on very short notice and may be under field conditions.
- Telework will be on a situational basis.
- One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.
