This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Initiates, plans and conducts applied research and exploratory development in the fields of computer science and computer systems engineering methodologies communications network design, and requirements engineering.
  • Research and development pursuits involve insight into the nature of planning, design, information interpretation and cognitive modeling as applied to software engineering for Army Program of Records.
  • Keeps abreast of scientific developments through review of other research and development efforts and through participation and attendance at symposia in the application of intelligence to software engineering and requirements engineering.
  • Plans, guides and monitors research and development contracts and provides critical technical and project leader support to PM programs.
  • Asses the performance of existing systems against future mission requirements.
  • Prepare technical reports, software documentation with interpretations, conclusions and recommendations to internal and external stakeholders.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Computer Scientist:

Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes (1) Senior Developer, developing software systems using techniques such as operating system theory, architecture, and software engineering; (2) Applying state-of-the-art computer systems expertise towards operating systems and software systems, using programming languages such as Java, C, C++,C# and NET. (3) Assessing performance of existing systems to determine future requirements such as hardware/software upgrades, testing and new system capabilities; and (4) Troubleshooting reported system anomalies to resolve configuration issues and software bugs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • You will be required to undergo a background investigation leading to the successful adjudication of eligibility for Top Secret security clearance. Derogatory information developed during the background investigation, such as a criminal history or an adverse credit history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
