Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is located at the US Army Corps of Engineers, US Army Geospatial Center (AGC), Security Office with duty location at Alexandria, Virginia.

Responsibilities

  • Control all collateral and SCI classified information and material within the Sensitive Compartmented Information Facilities (SCIFs) affecting the mission.
  • Conduct security inspection programs to ensure compliance with all security-related regulations.
  • Apply personnel security requirements to special access programs, compartmented programs and contractor programs for organization.
  • Maintain applicable Sensitive Compartmented Information directives, regulations, manuals, and guidelines to fulfill mission requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • TDY required at 25% or less of the time.
  • This is a mission essential position.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program and requires the individual to obtain the SFPC certification within their first two years of employment.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. This position is a developmental position hiring at the GG-07, the GG-09 or the GS-11 level, with full-performance at the GG-11 level. NOTE: Current Department of Army employees at the full performance level of this series who apply to the GG-07 or the GG-09 level will be excluded for consideration for this position.

MINIMUM QUALIFICATIONS GG-07:

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience which includes 1) reviewing and processing requests for security clearances and 2) assisting in the safeguarding of classified or sensitive information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-05).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

OR

A Bachelor's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. (NOTE: Transcripts must be submitted with application).

OR

A Bachelor's Degree that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. (NOTE: Transcripts must be submitted with application).

OR

A Bachelor's with Superior Academic Achievement as defined by OPM. (NOTE: Transcripts must be submitted with application).

OR

A Bachelor's Degree supplemented by graduation from the Military Intelligence Officer Basic Course (MIOBC) or the Military Intelligence Officer Advanced Course (MIOAC). (NOTE: Transcripts and certificates must be submitted with application).

MINIMUM QUALIFICATIONS GG-09:

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience which includes 1) initiating security clearance investigation requests and 2) applying regulatory standards for the protection of classified and/or sensitive information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

OR

A Master's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. OR

A Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. (NOTE: Transcripts must be submitted with application).

MINIMUM QUALIFICATION GG-11:

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience which includes 1) processing security clearance requests; 2) managing an established Personnel and/or Information security program; and 3) conducting research and analyzing data to identify and resolve security issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

OR

A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the individual obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • This is a developmental position with potential to the GG-0080-11 level. You may be promoted non-competitively to the next grade upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the target grade level; (2) Availability of higher level work at the target grade level; (3) Assignment of increased responsibilities; (4) Recommendation for promotion by supervisor; (5) Satisfactory completion of all required training; and (6) Completion of all DCIPS regulatory requirements for career ladder promotions.
