Summary
This position functions as a Construction Control Inspector for delegated construction projects. Responsibilities include but are not limited to: construction projects in the area of construction safety management; ensuring that Quality Control programs are in place and meeting requirements; providing consultation and expertise; and helping engineers to prepare detailed cost estimates for use in obtaining project funding and bid evaluation.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/03/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Physical Requirements: mostly sedentary - does require work site visits for observation purposes with very limited physical activity to include standing for short periods of time, walking short distances, and driving short distances.

- Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials.
- Reviews correspondence and reports on construction status and progress, tests, administration, end contractor's estimates relative to construction of the project and unanticipated contingencies, and makes decisions and/or recommendations relative to most practical methods of accomplishing desired results.
- Reviews or initiates proposed factual or procedural changes in contract requirements and makes recommendations for desirability, construction feasibility, and end reasonableness of costs.
- Decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, end effectiveness of earth placement procedures.
- Brings controversial or especially complex issues to the attention of supervisor or senior staff members.
- Other duties as assigned.

- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Performing work directly related to construction; construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; or experience interpreting plans and specifications during construction; conducting on-site inspections of projects to ensure compliance with drawings, specification and other requirements of contracts; providing input to Contracting Officer's Representative on contractors conformance to specification and codes.
- Providing consultation and expertise to peers, subordinates or non-professional administrators or managers, help engineers in preparing detailed cost estimates for use in obtaining project funding and bid evaluation.
- Preparing correspondence, technical reports, estimates fact sheets status reports and schedules as required to complete project assignments.
- Appling various quality management principles and techniques.
- Experience with OSHA 10/30 hour, Joint Commission, NFPA, ANSI, VA, local and state standards, guidelines and regulations along with numerous engineering, construction, cost-estimating guides and equipment manuals is preferred.
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D. education that is directly related to the work of this position? NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement.
