Responsibilities

  • Serves as the principal advisor for all employee relations, performance management, and incentive awards personnel functions.
  • Manages team research, analysis and application of law, regulations, case law, and guides from the Office of Personnel Management, Merit Systems Protection Board, Department of Labor and other authorities.
  • Provides guidance and oversight of a staff of HR Specialists (Employee Relations).
  • Provides authoritative guidance on leave administration, hours of work issues, performance improvement plans, discipline and conduct, MSPB appeals, and incentive awards.
  • Develops assignments or projects and provides milestones and/or program issues under review and establishes timeframes for completion.
  • Performs full range of duties as a first line supervisor.

Qualifications

To qualify for a Supervisory HR Specialist (Employee Relations), NH-201-4 your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the NH-04 level, applicants must possess one year of specialized experience equivalent to the NH-3/GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Assess civilian HR Employee Relations program effectiveness and recommend improvements; performed Employee Relations work which provided expert advice to management and Senior Leaders on leave administration, performance management, adverse actions, discipline and conduct, incentive awards and leave and hours of work.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
