Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Sec 1110, PL 114-328, dated 12/23/2016.

As an Operations Research Analyst (Data Scientist) at the GS-1515-12/13 some of your typical work assignments may include:
  • Modeling complex problems, discovering insights and identifying patterns in data through the use of statistical analysis, data mining and visualization techniques.
  • Overseeing a team utilizing machine learning and data mining methods for prediction.
  • Writing code to automate a pipeline from many data sources to include Extract, Transform and Load (ETL).
  • Reporting statistical research, results and methods to clients.
  • Identifying new and existing products, technologies and/or architectures to solve, design, develop and implement new operations.
  • Documenting research data in R-Markdown and iPython.

Qualifications

You may qualify at the GS-12 if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Utilizes code to automate a pipeline from many data sources, including Extract, Transform, and Load (ETL) operations, programming in scripting languages (e.g., Python, Ruby, PERL) and statistical languages (e.g., R, Julia).
  • Assist in the development of research and evidence-based solutions that contribute to improved performance and or efficiencies for stakeholders.

You may qualify at the GS-13 if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Utilizes code to automate a pipeline from many data sources, including Extract, Transform, and Load (ETL) operations, programming in scripting languages (e.g., Python, Ruby, PERL) and statistical languages (e.g., R, Julia).
  • Responsible for modeling complex problems, discovering insights and identifying patterns in data through the use of statistical analysis, data mining and visualization techniques.
  • Develop research and evidence-based solutions that contribute to improved performance and or efficiencies for stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515 series.

Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.*NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
