Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This NH-1102-02 position is with Program Executive Office Enterprise Information Systems (PEO EIS), Technology Applications Office (TAO) located in Fort Detrick, Maryland.

Responsibilities

  • Serves as a Contract Specialist responsible for pre-award and post award functions to include price/cost analysis, contract negotiation, contract administration functions, and all related procurement actions.
  • Responsible for contracts involving highly complex Information Technology (IT) service and system procurements of critical importance to the Department of the Army (DA).
  • Provides technical advice and guidance to government customers on problems/situations to include contracting terms and conditions, price reasonableness, market research and request for quotes/proposals for conventional problems or situations.
  • Executes tasks for contract award and administration, implements acquisition strategies, coordinates strategies with negotiation team, and participates in negotiations which are conducted with contractors to develop the contract price terms.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level II in the Acquisition Career Field (C) Contracting within 24 months of entrance on duty.
  • Must be able to obtain and maintain a determination of eligibility for a Sensitive Compartmented Information (SCI)/Special-Sensitive (SS) security clearance or access for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • This is a Testing Designated Position (TDP). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.

PEO EIS Mission Statement: Rapidly deliver innovative and cost-effective IT systems and services for the Total Force, to globally connect the Army and provide a decisive information advantage to every Soldier.

This position will be filled at the NH-02 (GS 05-11 equivalent) level with promotion potential to the full performance level, NH-03 (GS 12-13 equivalent) (after all other requirements are met and management approval).

Experience Required:
Basic Education Requirement:

A. Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

Note: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000,are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.

This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
