Summary

This position is located in the Office of Human Resources (OHR), Executive Office, Environment and Natural Resources Division. OHR is responsible for administering human resources and payroll functions throughout the Division in Washington, DC and field offices. The incumbent provides advice on a range of HR matters to managers and employees; serves as technical authority in staffing, placement, and human resources policies and procedures; and provides support for personnel/payroll actions.

Responsibilities

As an HR Specialist you will:
  • Provide advice and guidance to managers and employees on employment, recruitment, and staffing, and apply laws, regulations, and guidelines to ensure compliance with regulatory requirements.
  • Utilize USA Staffing to prepare merit promotion and delegated examining job announcements.
  • Review applications to determine minimum qualifications, apply rating criteria, or conduct rating panels.
  • Issue referral certificates to selecting officials and provide feedback to applicants regarding the status of their applications.
  • Prepare job analysis, crediting plans, assessment questions, and vacancy announcements for Merit Promotion and Delegated Examining Unit recruitments.
  • Respond to written and oral inquiries from managers, employees, and applicants on a range of staffing, recruitment, and classification matters.
  • Provide advice and guidance to managers on various programs such as Student Pathways, Schedule A hiring, Veteran hiring, and Senior Executive Service.
  • Prepare and complete all employment and hiring processes including initiating background investigations and process personnel actions.
  • Conduct new employee orientation.
  • Classify position descriptions and write evaluation statements.
  • Process a variety of personnel actions such as accessions, separations, promotions, name changes, and SCD changes.
  • Process personnel/payroll actions by coding, verifying, and keying data into the National Finance Center (NFC) automated personnel/payroll system.
  • Obtain Request for Preliminary Employment Data (SF-75) information from other agencies when employees are transferring in.
  • Ensure that electronic Official Personnel Folders (eOPF) are accurate and contain all required actions.
  • Provide technical advice and assistance to employees, supervisors and timekeepers regarding timekeeping, annual and sick leave, overtime, comp time, hours of work and holidays.

Qualifications

To qualify for GS-11 : You must have one of the following:
  • One year of specialized experience at, or equivalent to, the GS-9 Federal grade level or above performing staffing and placement activities; preparing vacancy recruitment documents; reviewing employment applications for minimum qualification requirements; and processing personnel/payroll actions; or
  • Three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree that demonstrates the knowledge, skills, and abilities necessary to do the work; or
  • A combination of specialized experience and relevant education that, when combined, is equivalent to 100% of the minimum qualification requirement. (Only graduate education in excess of the first full year may be used in this calculation.)

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time in Grade : Federal employees must meet time-in-grade requirements (one year at the next lower grade) by the closing date of announcement.
