Qualifications
1. Progressively responsible work experience and knowledge that provides a comprehensive knowledge of two or more NAF HR functional areas, principles, practices, and the current legal, regulatory or procedural requirements in performing the duties described above.
2. Must have functional knowledge of DCPDS and Business Objects Applications.
3. Familiarity with other automated HR applications (e.g. AutoNOA, eOPF, etc.) and their functionalities is preferred.
Required experience must have been equivalent to the next lower grade level.
Highly Preferred : In addition to the qualifications listed above, applicants will possess Labor/Management Employee Relations (L/MER), Background Checks, security clearance, and suitability experience and possess knowledge of background check and suitability tools/systems such as BCVT, DISS, NP2 Portal, etc.

Responsibilities
- Provides employee and management regulatory guidance concerning disciplinary actions, performance management, awards, leave, labor relations and grievances.
- Helps develop, implement and provide oversight of installation level program management, HR training, systems management, funding and manpower issues for NAF Human Resources.
- Analyzes existing and new work requirements and trends impacting NAF HR operations and provides direction, solutions, options and assists in the development of procedural guidance for installation wide implementation
- Regularly conducts program evaluations, inspections, or review of installation NAF HROs. Participates in the NAF HR Curriculum Advisory Board and functions as adjunct faculty when required.
- Conducts training with senior/mid/entry-level managers and/or junior staff on human resources topics related to labor management and/or employee relations.
- Assists NAF HROs in negotiated collective bargaining agreements when requested

- This is a CHRA NAF Career Path III position. Incumbent must complete the requirements for CHRA NAF Career Path III within twenty-four (24) months of placement into the position
