Summary

This position is located in the Finance and Procurement Office, Procurement Management Division (PMD). PMD manages a comprehensive procurement program for the Federal Judiciary. Incumbents will be responsible for developing, implementing, updating, and maintaining procurement policies, procedures, and manuals, as well as providing advice, support, and training. The incumbent will report to the Branch Chief of Policy and Training.

Responsibilities

The PMD manages a comprehensive procurement program for the Federal Judiciary. The incumbent performs senior Procurement Analyst work assignments associated with pre-award, post-award, and contract closeout activities. The incumbent will manage routine actions to more complex work assignments.

Duties may include, but are not limited to:

1. Updating and maintaining the Guide to Judiciary Policy (Vol 14) and other procurement policies and manuals;
2. Developing and implementing internal PMD procurement policies and procedures;
3. Providing procurement policy advice and support, including review of special procurement delegation requests, to Judiciary procurement staff nationwide;
4. Conducting periodic procurement training to Judiciary procurement personnel;
5. Reviewing pre-award and post-award documents, such as solicitations, market research reports, pre-negotiation and post-negotiation memoranda, responsibility determinations, waivers, justifications, and approvals for other than full and open competition, determinations and findings, protest responses, debriefings, cure notices, etc.; and
6. Serving as an advisor to customers at the Administrative Office and the courts nationwide on contracting issues which may include Judiciary Integrated Financial Management System or other systems-related issues.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience (equivalent to the GS-13 grade level) which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Interpreting and implementing procurement policies and regulations to support contracting activities, including delivering clear and concise memos, bulletins, and training or communication materials and presentations;
  • Evaluating and recommending changes to procurement policies consistent with changing statutes or policy initiatives to improve the effectiveness of procurement processes;
  • Advising management and contracting staff on procurement issues; and
  • Reviewing pre-award and post-award documents, such as solicitations, market research reports, pre-negotiation and post-negotiation memoranda, responsibility determinations, waivers, justifications and approvals for other than full and open competition, determinations and findings, protest responses, debriefings, cure notices, etc.
  • Certification: Applicants Federal Acquisition Certification-Contracting (FAC-C) Level III or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level III is required. Applicants not certified may still apply and be selected, but must achieve certification within 24 months of appointment.

    Education

    In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level.

    Basic Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Your transcript must reflect that you are seeking and/or possess a 4-year degree along with the 24 successfully achieved credit hours in the fields mentioned above.     Exceptions: Federal employees classified within the 1100 family as of January 1, 2000 are deemed to have met the basic qualification requirements for all 1102 Contract Specialist positions.
